About this file

This document is a Questions and Answers (Q&A) summary from a Virtual Industry Day conducted by FEMA regarding a paratransit vehicle services solicitation.

FEMA is conducting market research to determine the appropriate procurement strategy for a paratransit services contract organized into four geographic zones. The contract requires offerors to provide up to 3,500 paratransit vehicle seats per zone, with up to 25% of seats being wheelchair accessible. The specific breakdown of vehicle types will vary based on service requests received. Offerors must be capable of providing all five services within their proposed zone(s) and may propose for one, multiple, or all four zones. FEMA anticipates issuing a Request for Proposals (RFP) but has not yet finalized procurement strategy or evaluation criteria. The solicitation will be structured as a multiple award contract, meaning multiple vendors may receive awards for one or more zones based on proposal evaluations. FEMA will consider either a full and open solicitation or a set-aside solicitation for socioeconomic categories or small businesses, pending market research results. Regarding RFI submission requirements, document covers do not count toward the 10-page maximum but must comply with 1-inch margins and 12-point font formatting. FEMA will not provide participant lists to protect Personally Identifiable Information, and vendors are responsible for independently identifying teaming partners. Small business size standards are available through the SBA website using the NAICS code listed in the RFI.

1. Any idea on when a decision on next steps may happen? Why type of criteria might lead FEMA to make a decision to go to RFQ and RFP or other options mentioned??

Response: 1. No estimated time frame, FEMA will conduct thorough Market Research. 2. FEMA anticipates an RFP but will not have any further information until after Market Research has concluded.

2. If I recall correctly from the slide, the paratransit vehicle requirement was 3500, but there were 6 types listed. Is there a breakdown or just 3500 vehicles?

Response: The capability requirement is to provide up to 3,500 paratransit vehicle seats per zone, through the four (4) zones of the contract with up to 25% of those seats being wheelchair accessible. The breakdown of the paratransit vehicle types will vary depending on the request received.

3. What would be the timeline for an RFP if FEMA chooses to go out to bid?

Response: We currently do not have this information because we are in the Market Research phase and have not developed the strategy or evaluation criteria.

4. Will FEMA consider making multiple awards per region based on capabilities?

Response: FEMA will not consider per region, however, we will consider soliciting for offerors to propose per zone.

5. Would FEMA allow a vendor to bid multiple regions or at least Prime one region and sub within another?

Response: Offerors may propose on all four zones or less. FEMA contracts with Prime vendors.

6. Can you elaborate on the difference of the options of an open solicitation and/or set aside solicitation?

Response: A Full and open solicitation is open to any interested business regardless of size. A set aside would be when we determine there is enough competition to set-aside for a socioeconomic category or Total Small business.

7. In regards to the current RFI, will a document cover be counted in the 10-page maximum for the RFI submission? Additionally, does this document cover need to abide by the 1-inch margins and 12pt font requirements?

Response: No, the document cover will not count. Yes, the cover page should abide by the 1-inch requirements and 12pt font.

8. Can you elaborate on the solicitation being a multiple award?

Response: We anticipate the solicitation to be posted as a multiple award, meaning, Offerors may propose for all four zones or less. There could possibly be more than one vendor that receives a Contract for one or more zones. This will be determined after evaluation of proposals.

9. When will these slides be available to participants?

Response: Slides were emailed to all participants on April 1, 2026, after the Virtual Industry Day concluded.

10. Would FEMA accept a proposal for ground transport only in a zone, or does each proposal need to include both ground and air at sufficient levels to meet the needs of the specific zone?

Response: The offeror must be able to provide all five services within the proposed zone(s).

11. Can FEMA provide a list of interested parties for teaming?

Response: No, it is private sector responsibility to identify and coordinate any potential teaming arrangements.

12. What are size standards for small businesses for this NAICS?

Response: The NAICS listed in the RFI. Size standards can be found in the below link:

https://www.sba.gov/document/support-table-size-standards.

13. Can you provide a list of people who are participating today?

Response: No, FEMA will not be providing a list of participants to avoid any unwanted sharing of Personally Identifiable Information.
