A full zone activation requires 300 medically staffed ground ambulances, 25 medically staffed aircraft, 3,500 para-transit seats, 150 medical personnel, one Operations Support Team, and one Communications Support Team. The contractor must maintain personnel credential repositories, properly stock all deployed vehicles with supplies and fuel, display FEMA-approved placards, and provide 24/7 operations.
