About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 15 (NCO 15) seeks nationwide hazardous and non-hazardous waste removal and disposal services for Consolidated Mail Outpatient Pharmacy (CMOP) facilities, with proposals due June 12, 2026 at 3:00 PM CST. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside foreclosing competition outside that certification category; offerors must hold current SDVOSB certification at time of offer and award.
The contract is structured as a firm fixed-price indefinite delivery indefinite quantity (IDIQ) vehicle with a base year (July 1, 2026 through April 5, 2027) and four one-year option periods through April 5, 2031. Services are performed at seven CMOP facilities located in Leavenworth and Shawnee, Kansas; Chelmsford, Massachusetts; Tucson, Arizona; Lancaster, Texas; Murfreesboro, Tennessee; Hines, Illinois; and Charleston/North Charleston, South Carolina. Scope includes collection, packaging, transportation, analysis, treatment, and disposal of hazardous waste, universal waste (batteries and lamps), pharmaceutical waste (hazardous and non-hazardous), lab packs, and biohazardous sharps, with all labor, equipment, containers, manifests, and certified disposal facilities furnished by the contractor.
Distinctive requirements include 40-hour HAZWOPER training for employees; DEA Reverse Distributor registration for three facilities handling controlled substances; compliance with 40 CFR Part 266 Subpart P at all locations except Kansas and Massachusetts; workers' compensation insurance with minimum $100,000 employer's liability; and general liability coverage of at least $500,000 per occurrence. Scheduled pickups range from one to four times annually per site with completion required within four to fourteen calendar days of formal request. The VA estimates $47 million in contract value. Multiple amendments (0001 through 0004, with 0004 issued May 20, 2026) have adjusted due dates, added revised performance work statements and pricing sheets, realigned contract line items to facility locations, and incorporated Federal Acquisition Regulation clauses 52.222-90 and 52.216-18, -19, -22, -27, and -32. Points of contact are Renee Kreutzer (primary, Renee.Kreutzer@va.gov) and Greg Jensen (alternate, gregory.jensen@va.gov). NAICS code is 562112, Hazardous Waste Collection.
