About this file

This document is an informational briefing on hazardous waste management operations across multiple VA Central Mail and Pharmacy Operation (CMOP) facilities scheduled for a contract period beginning in April 2026.

The document outlines hazardous waste storage and disposal requirements across six VA CMOP locations with varying regulatory classifications. Leavenworth and Chelmsford CMOPs operate under non-EPA Subpart P regulations with approximately 60 square foot storage cages. Leavenworth generated 5,021.65 pounds of U&D-listed waste across three pickups in 2025, with zero P-listed waste. Chelmsford generated approximately 57.23 pounds of acute hazardous waste across three pickups in 2025, with monthly quantities ranging from 0.19 to 6.584 pounds. Tucson CMOP operates under EPA Subpart P regulations in a 100 square foot room (9.5' x 10.5') with additional mezzanine cage storage. Dallas CMOP operates under EPA Subpart P regulations with two primary cages containing 55 and 30 gallon containers and one secondary cage with a 55 gallon container, typically requiring two pickups annually. Murfreesboro CMOP operates under EPA Subpart P regulations at Elam Farms with 60 square feet of cage space; the Sam Jared facility will close and relocate during the base contract year. Hines CMOP operates under EPA Subpart P with quarterly pickups and a 100 square foot cage, generating approximately 22,715 pounds annually of bulk palletized pharmaceutical waste. Charleston CMOP operates under EPA Subpart P in a 312 square foot room (12' x 26'), generating between 54.11625 and 257.07187 pounds monthly. All facilities maintain shared storage with pharmaceutical returns managed by separate contractors.
