About this file

This is a Questions and Answers document for a federal contract opportunity involving hazardous and universal waste disposal services for Veterans Affairs (VA) CMOP (Consolidated Mail Outpatient Pharmacy) facilities.

The incumbent contractor is Clean Harbors Environmental SE (UEI MBMCF42D4CF7), operating under a Blanket Purchase Agreement (BPA) derived from GSA schedule GS10F0270M with award number 36C77021A0014 and approximately 35 associated actions. Waste pickup frequencies vary from 1 to 4 times annually per facility, with most facilities classified as Small Quantity Generators (SQG) or Very Small Quantity Generators (VSQG) under EPA Subpart P, except Kansas and Massachusetts which follow non-Subpart P regulations. Current containers are primarily 30 and 55-gallon sizes, with unscheduled emergency pickups being extremely rare. All waste streams utilize incineration as the treatment method. The contract requires annual onsite training for fewer than five employees per location covering DOT certified shipper, RCRA generator, and IATA awareness training, though the DOT and IATA training requirements are programmatic rather than regulatory. The VA will provide a pricing/rate sheet template expecting offerors to submit pricing by container size for 32 waste item categories, with a 24-month historical summary of quantities shipped. Charleston and Murfreesboro facilities handle controlled substances (partially dispensed), while the Hines Emergency Pharmacy Service maintains bulk inventory; mail-back and reusable pharma containers are processed through separate vendors. A site visit is available at the Dallas location on Friday, May 1 at 10:00 AM. Historical EPA 8700-22 manifests are not provided, and the VA notes that a formulary review may be needed but no explicit CLIN is included in the current solicitation schedule.

1. Who is the incumbent

Clean Harbors Environmental SE (UEI MBMCF42D4CF7)

2. What is the current obligation number

There is an award (BPA) derived from GS10F0270M and subsequent associated calls and actions– not an “obligation number” available; the current award number referenced as incumbent data is 36C77021A0014 and associated calls (total approx. 35 actions reported)

3. The SOW (Final) lists: “ Pick-Up Schedule: The Contractor shall meet the pick-up schedule specified by each participating VA CMOP facility.”

a. What is the pick up frequencies designated for each of the facilities?

The frequency varies from 1 to 4 per year for each site.

b. What is the generator status for each of the facilities (LQG vs SQG vs VSQG)?

None are LQG. All are SQG or VSQG since all but Kansas and Massachusetts have adopted EPA Subpart P.

c. How many unscheduled pick up’s has each facility utilized in the last 12 months?

Typically, pickups are scheduled two to four weeks in advance. Unscheduled (emergency) pickups are extremely rare.

4. What size and quantity of waste containers are currently installed at each location?

Most are 30 and 55 gallon containers.

5. Under the SOW Training, it states: “Training: The contract will include a cost for ON- SITE ANNUAL TRAINING provided by the contractor for all CMOP employees who handle hazardous and/or universal waste.”

a. How many employees will be trained at each location?

Less than five per location.

b. USDOT certified shippers training is valid for 36 months, while RCRA generator is for 12 months. Why would DOT training need to be repeated annually? This is a programmatic requirement rather than a regulatory explanation

c. The SOW calls for IATA training, why would the facilities be shipping under IATA since Hazardous waste is not applicable to IATA.

For general awareness even though most waste will ship via ground transport.

6. Can the VA provide the following:

a. Annual quantities shipped from each location?

See attached.

b. Currently utilized treatment methods for each waste stream?

Incineration.

c. Copies of EPA 8700-22 for last 12 months shipments at each location. Historical manifests are not provided

7. Does the VA have a formulary for each locations that can be provided? If not then can a CLIN be added to perform a formulary review? This is required for proper waste classification and determination. The SOW requires the contractor to work with CORs to build waste profiles; pricing references suggest offerors propose rate tables, but no explicit CLIN for “formulary review” is provided in the shown schedule

8. How many incidences of “Mixed waste” have been shipped form each location in the last 12 months?

None, no radioactive waste.

9. Will this contract included controlled substances partially dispensed (Not DEA-41)?

Yes, Charleston and Murfreesboro dispense controlled substances. In addition, Emergency Pharmacy Service in Hines has bulk, several pallets. The sites could change during the contract performance period due to operations.

10. Will this contract included mail back or reusable pharma containers?

Negative, those are processed through another vendor.

11. Attachment “Common waste”

a. The note says “See pricing / rates sheets” what is this refereeing to since there are no quantities to quote there is only a U/I of Lot (LT)

The solicitation expects offerors to submit a pricing/rate sheet mapped to the listed categories in the attached pricing sheet - the instruction indicates the offeror must provide the pricing.

b. Can the VA provide a breakdown of the 32 individual items the quantities/ sizes of all items shipped form each location over the last 24 months?

Attached is a summary.

c. Does the VA expect to receive a pricing menu table for each of the items to be charged by size of container for each?

Yes, similar to 11.a.

12. Can a site visit of one or multiple location be provided to interested parties? i.e. Dallas location. Since most locations will be similar in operation and expectation.

The sites are similar. A site visit is available for Dallas on Friday, May 1, at 10:00 AM.

13. Since Kansas is the only non-subpart P state:

Massachusetts as well. See attached for both sites.

a. What are the shipping quantities of for the last 12 months:

i. RCRA hazardous (non P-listed)?

ii. P-Listed quantities?
