About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Centers for Environmental Information seeks to establish the Northeast Regional Weather Records Center (NRWRC) through a single-award IDIQ contract for regional weather records and environmental data services, with proposals due June 26, 2026. The procurement is a Women-Owned Small Business (WOSB) set-aside, restricted to that category.

The NRWRC serves 13 northeastern states (Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, West Virginia, and DC), and the contractor must be physically located within that region. Place of performance is Asheville, North Carolina with administrative oversight. The base ordering period runs five years from September 17, 2026, through September 16, 2031, with the contractor required to deliver a minimum Core Task Order valued at no less than $250,000 awarded simultaneously with the IDIQ.

The contractor must employ an NRWRC Director as key personnel with a PhD (or PhD candidate) in Earth or Environmental Sciences and a minimum of 12 years direct experience (or Master's degree with 15 years experience), and must obtain Moderate Risk contract security clearance. NAICS code is 541990 (All Other Professional, Scientific, and Technical Services); PSC code is R427 (Support—Professional: Weather Reporting/Observation).

Services include regional engagement and user needs identification, needs prioritization and tool development, transition of products to NCEI operational status, and sustainment activities supporting NCEI's climate, precipitation, drought, coastal, space weather, and oceanographic data products. Deliverables include monthly environmental monitoring reports, quarterly progress reports, weather impact summaries, annual Sexual Assault and Sexual Harassment Prevention training documentation, and transition plans due three months before contract expiration. Software must be platform-independent and Electronic and Information Technology must comply with Section 508 accessibility standards.

Evaluation uses five equally weighted factors: Experience for IDIQ Contract, Technical Approach to Task Order 1, Key Personnel, Past Performance, and Price (least important). Offerors must submit past performance questionnaires from up to three reference organizations by June 26, 2026. Proposals must include a labor rate worksheet with rates for all six contract years and a Data Management Plan not exceeding two pages. Virtual oral presentations are scheduled for the week of June 29, 2026, limited to 60 minutes, with slides due by June 26.

Three amendments have been posted: Amendment 0001 (June 9) extended the deadline to June 26, provided Q&A responses, and clarified that offerors may propose additional labor categories beyond the standard Pricing Matrix provided they include detailed descriptions and rates; Amendment 0002 (June 17) revised RFP Sections L and M; Amendment 0003 (June 22) clarified proposal page numbering and identification requirements, excluding PowerPoint slides.

1. Introduction and Background

The mission of the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research.

Since 1990, NCEI’s RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services – hereafter collectively termed “products and services” – and captured user needs. By transforming, tailoring, and augmenting NCEI’s products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA’s mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers.

2. Scope of Work

A. Geographic Scope

This contract is for the Northeast Regional Weather Records Center (NRWRC), which is composed of ME, NH, VT, MA, RI, CT, NY, NJ, PA, DE, MD, WV, and DC.

The contractor providing the NRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.

B. Program Scope

The NRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The NRWRC will focus its work in four broad areas:

  1. Regional engagement and user needs identification, in which the NRWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities.
  2. Needs prioritization and product and tool provision, in which the NRWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI’s requirements collection database tool.
  3. Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the NRWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities.
  4. Services in which the NRWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
