About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) seeks a Women-Owned Small Business single-award IDIQ contract to establish and operate the Midwestern Regional Weather Records Center (MRWRC), with proposals due June 26, 2026 at 1:00 PM EDT. Three amendments have issued since posting on May 27, most recently on June 22 clarifying proposal page numbering requirements; Amendment 0001 extended the deadline by nine days and posted Q&A responses, and Amendment 0002 reorganized RFP sections L and M.

The MRWRC serves Kentucky, Indiana, Michigan, Illinois, Wisconsin, Missouri, Iowa, Minnesota, and Ohio. The contractor must be physically located within the region and serve all states in the geographic area. Place of performance is Asheville, NC.

The IDIQ base ordering period runs five years from September 17, 2026, through September 16, 2031, with a total contract period not to exceed six years. Task Order 1, included as core work, covers September 17, 2026, through April 16, 2027, followed by six option periods. The contractor will receive a minimum of $250,000 as the Core Task Order, with additional task orders potentially awarded as firm-fixed-price based on funding availability. The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services); the small business size standard is $19.5 million.

The contract requires delivery of regional environmental data, products, and services including monthly environmental monitoring reports, quarterly seasonal weather outlooks, annual "State of the Region" summaries, quarterly performance reports, and water resources and agriculture-focused products with at least one annual constituent workshop plus five additional regional engagements. All software must be platform-independent and documented for portability. The Director must hold a PhD (or be PhD-candidate) in Earth/Environmental Sciences with at least 12 years' direct experience, or a Master's degree with 15 years' experience. Personnel must comply with background checks for Moderate Risk contracts and Section 508 accessibility compliance standards. Proposals are evaluated on five equally-weighted non-price factors—Experience for IDIQ Contract, Technical Approach to Task Order 1, Key Personnel, and Past Performance—with Price least important. Offerors may propose additional labor categories beyond the government-provided matrix; all government-provided categories must receive rates or constitute a failure to respond. Oral presentations must be submitted in PowerPoint format by June 26, 2026. Past Performance Questionnaires from references were due June 17, 2026, but Amendment 0001 extended this to June 26, 2026. A Data Management Plan is required. The contracting officers are Audrey Hogg and Recarlo Applewhite.

1. Introduction and Background

The mission of the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research.

Since 1990, NCEI’s RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services – hereafter collectively termed “products and services” – and captured user needs. By transforming, tailoring, and augmenting NCEI’s products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA’s mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers.

2. Scope of Work

A. Geographic Scope

This contract is for the Midwestern Regional Weather Records Center (MRWRC), which is composed of KY, IN, MI, IL, WI, MO, IA, MN, and OH.

The contractor providing the MRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.

B. Program Scope

The MRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The MRWRC will focus their work in four broad areas:

  1. Regional engagement and user needs identification, in which the MRWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities.
  2. Needs prioritization and product and tool provision, in which the MRWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI’s requirements collection database tool.
  3. Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the MRWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities.
  4. Services in which the MRWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
