About this opportunity

The National Oceanic and Atmospheric Administration is soliciting proposals for a single-award Indefinite Delivery Indefinite Quantity contract to establish a Southeast Regional Weather Records Center, with proposals due June 26, 2026. The procurement is set aside for Women-Owned Small Businesses.

Place of performance is Asheville, North Carolina, but the contractor must be physically located within the Southeast region (Virginia, North Carolina, South Carolina, Georgia, Alabama, Florida, Puerto Rico, and the U.S. Virgin Islands) and serve all states and territories in that region. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services.

The contract period runs September 17, 2026 through September 16, 2031, divided into a base period (12 months) and four optional 12-month renewal periods. Task Order 1, the only guaranteed award, will be firm-fixed-price with a minimum value of $250,000. The contractor must deliver environmental monitoring reports, seasonal impact and outlook summaries, user needs analysis, and transition of mature products to NCEI operational states. Geographic scope encompasses the eight-state and territory Southeast region with services addressing Inland and Coastal Resiliency and Human Health themes.

The contractor must employ a SERWRC Director as key personnel—holding a PhD in Earth or Environmental Sciences with 12 years of direct experience (or Master's degree with 15 years experience)—serving as single point of contact for government counterparts. All contractor personnel must undergo background screening per Moderate Risk contract requirements and complete mandatory sexual harassment prevention training within 30 business days of assignment.

Evaluation weighs five non-price factors equally: Experience for IDIQ Contract, Technical Approach to Task Order 1, Key Personnel, and Past Performance. Non-price factors are significantly more important than price. Offerors must submit a Data Management Plan (up to two pages), labor rate worksheets for all contract years, and past performance questionnaires from no more than three recent and relevant contracts. Amendments 0001 (June 9), 0002 (June 17), and 0003 (June 22) revised proposal preparation instructions and clarified past performance submission deadlines to June 26, 2026. Oral presentations are scheduled for the week of June 29, 2026 via Google Meet.

1. Introduction and Background

The mission of the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research.

Since 1990, NCEI’s RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services – hereafter collectively termed “products and services” – and captured user needs. By transforming, tailoring, and augmenting NCEI’s products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA’s mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers.

2. Scope of Work

A. Geographic Scope

This contract is for the Southeast Regional Weather Records Center (SERWRC), which is composed of: VA, NC, SC, GA, AL, FL, Puerto Rico (PR), and US Virgin Islands (USVI).

The contractor providing the SERWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.

B. Program Scope

The SERWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The SERWRC will focus its work in four broad areas:

  1. Regional engagement and user needs identification, in which the SERWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities.
  2. Needs prioritization and product and tool provision, in which the SERWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI’s requirements collection database tool.
  3. Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the SERWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities.
  4. Services in which the SERWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
