About this opportunity
The National Oceanic and Atmospheric Administration seeks to establish an Indefinite Delivery/Indefinite Quantity contract for the Southern Regional Weather Records Center (SRWRC), with proposals due June 26, 2026 at 1:00 PM EDT. The procurement is set aside for Women-Owned Small Businesses (WOSB).
Place of performance is Asheville, North Carolina. The SRWRC serves six states: Tennessee, Mississippi, Louisiana, Arkansas, Oklahoma, and Texas, and the contractor must be physically located within the region and serve all states, territories, and U.S.-affiliated islands within it. The contract runs for five years from September 17, 2026 through September 16, 2031, with a minimum of one Core Task Order valued at $250,000 and additional firm-fixed-price task orders awarded based on available funding from NCEI, the National Weather Service, and Oceanic and Atmospheric Research.
The SRWRC shall provide regional weather records products and services addressing regional weather records needs, including synthesizing regional weather records through monthly environmental monitoring reports, producing quarterly seasonal weather impact summaries, developing annual "State of the Region" summaries, and supporting assessment of possible new meteorological records. Services must support three regional themes: Water Resources, Coastal Resiliency, and Transportation. The contractor must employ an SRWRC Director with a PhD in Earth or Environmental Sciences and 12 years of direct experience (or a Master's degree with 15 years of experience) as key personnel and single point of contact. All environmental data must be made publicly available within two years at no cost or minimal reproduction costs.
The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services) with a size standard of $19.5 million. Proposals are evaluated on five factors: Experience for IDIQ Contract, Technical Approach to Task Order 1, Key Personnel, Past Performance, and Price. Non-price technical factors are weighted equally and significantly more important than price. Past performance references must be recent (within five years) and relevant, with at least six months of performance. Offerors must submit a Data Management Plan not exceeding two pages and provide oral presentations (maximum 60 minutes) anticipated for the week of June 29, 2026 via Google Meet. Amendment 0001 extended the deadline and provided Q&A responses; Amendment 0002 (June 17) revised Sections L and M; Amendment 0003 (June 22) provided additional clarification on proposal preparation. The contracting officer is Audrey Hogg and the contract specialist is Recarlo Applewhite.

1. Introduction and Background
The mission of the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research.
Since 1990, NCEI’s RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services – hereafter collectively termed “products and services” – and captured user needs. By transforming, tailoring, and augmenting NCEI’s products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA’s mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers.
2. Scope of Work
A. Geographic Scope
This contract is for the Southern Regional Weather Records Center (SRWRC), which is composed of TN, MS, LA, AR, OK, and TX.
The contractor providing the SRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.
B. Program Scope
The SRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The SRWRC will focus its work in four broad areas:
- Regional engagement and user needs identification, in which the SRWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities.
- Needs prioritization and product and tool provision, in which the SRWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI’s requirements collection database tool.
- Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the SRWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities.
- Services in which the SRWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
