About this opportunity
The National Oceanic and Atmospheric Administration seeks to establish a Western Regional Weather Records Center (WRWRC) through a single-award, women-owned small business IDIQ contract, with proposals due June 26, 2026 at 1:00 PM EDT. The procurement is a WOSB set-aside under NAICS 541990 (All Other Professional, Scientific, and Technical Services).
The WRWRC will serve Montana, Idaho, Utah, New Mexico, Arizona, Nevada, California, Oregon, Washington, Alaska, Hawaii, and U.S.-affiliated Pacific Islands, with the contractor physically located within the region and required to serve all states, territories, and affiliated islands. The base ordering period runs September 17, 2026 through September 16, 2031 (five years). Task Order 1, the Core Task Order with a minimum value of $250,000, will be competed and awarded simultaneously with the IDIQ. All pricing is firm fixed price with monthly billing calculated as the Not-To-Exceed total divided by the number of contract months.
The WRWRC Director must hold a PhD in Earth/Environmental Sciences with 12 years of direct experience, or a Master's degree with 15 years of experience, and cannot be replaced without Contracting Officer approval. All contractor personnel undergo Moderate Risk screening under CAR 1352.237-70, with foreign national access controlled under CAR 1352.237-73. All employees must complete mandatory sexual assault and sexual harassment prevention training within 30 business days of task order award and annually thereafter. Software developed must be platform-independent with full documentation; all information technology must comply with Section 508 of the Rehabilitation Act and 36 CFR Part 1194 accessibility standards.
Proposals are due in four volumes: Business Proposal (written), Technical Proposal (oral presentation in PowerPoint format), Past Performance (written), and Price Proposal (written). A Data Management Plan not exceeding two pages is required in compliance with NOAA environmental data sharing standards. Evaluation weighs five factors—Experience for IDIQ Contract, Technical Approach to Task Order 1, Key Personnel, Past Performance, and Price—with non-price factors significantly more important than price. Award will be made on best-value basis. Amendment 0001 (June 9) extended the deadline and provided Q&A responses; Amendment 0002 (June 17) revised Sections L and M of the RFP; Amendment 0003 (June 22) clarified proposal preparation numbering requirements for PowerPoint slides.

1. Introduction and Background
The mission of the National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation's economy, security, environment, and quality of life. NESDIS acquires and manages the Nation's operational environmental satellites, provides data and information services to numerous end users, and conducts related research.
Since 1990, NCEI’s RCS program has traditionally supported Regional Weather Records Centers (RWRCs) established at Public Universities within six geographic regions. For more than forty years, Regional Centers have produced and delivered environmental data, products, information, and services – hereafter collectively termed “products and services” – and captured user needs. By transforming, tailoring, and augmenting NCEI’s products and services, the RWRCs provide a bridge between NCEI and regional user communities, including the private sector. The RWRCs support NOAA’s mission to advance understanding of long-term weather variability and impacts through user engagement and the translation of data into usable products and services for decision makers.
2. Scope of Work
A. Geographic Scope
This contract is for the Western Region (WRWRC), which is composed of MT, ID, UT, NM, AZ, NV, CA, OR, WA, AK, HI, and U.S. affiliated Pacific Islands.
The contractor providing the WRWRC capability shall be physically located in the region defined above and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.
B. Program Scope
The WRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The WRWRC will focus its work in four broad areas:
- Regional engagement and user needs identification, in which the WRWRC will engage with industry, economic and environmental sectors, and public sector constituencies throughout each region to understand their long-term weather-related issues, needs, awareness, and capabilities.
- Needs prioritization and product and tool provision, in which the WRWRC will adapt or develop, test, and sustain tools, products, and services meeting user requirements. To this end, they will support NCEI in the collection, understanding, adjudication and translation of user needs to requirements for future products and/or product modifications through regular contributions to NCEI’s requirements collection database tool.
- Transitioning appropriate tools, products, and services to sustained NCEI operational states, in which the WRWRC will plan and execute transition projects that result in new or upgraded NCEI operational software, systems, products, services, and other capabilities.
- Services in which the WRWRC will sustain activities supporting their mission of the provision of products and services as well as other NCEI regional and national needs.
