About this file

This is an Amendment 0001 Questions and Answers Response document for the National Centers for Environmental Information (NCEI) Midwestern Regional Weather Records Center (MRWRC) Request for Proposal (RFP), Solicitation Number 1332KP26R0024. The document addresses six key inquiries from prospective offerors regarding proposal requirements and contract expectations.

The amendment clarifies several critical requirements: (1) Offerors may use NOAA-compliant sexual harassment and assault prevention training modules rather than NOAA-provided training, as NAM 1330-52.222-71 has been removed and NAM 1330-52.222-70 added; (2) Offerors may propose additional labor categories beyond those provided in the Pricing Matrix (Attachment J.3), with narratives supporting the rationale, though all government-provided labor categories must receive rates with "$0" constituting a failure to respond; (3) NCEI's Data Management, Operations, and Services Standard Operating Procedure SOP 10-1-009 is available as Attachment J.8 to guide transition of RWRC developments to operational state, with "operational" referring to continuing data and software updates and "sustainment" referring to static archived data; (4) Oral presentation documentation must be submitted in PowerPoint format no later than 1:00 PM Eastern Daylight Time (EDT) on June 26, 2026; (5) The draft Quality Assurance Surveillance Plan (QASP, Attachment J.4) will be finalized with the successful offeror's information and signed prior to contract award; and (6) The proposal deadline has been extended by nine days to June 26, 2026 at 1:00 PM EDT, with RFP Sections L.1, L.2, CAR 1352.215-70, and Attachment J.5 revised accordingly.

Amendment 0001 Q&A RWRC Request for Proposal Question and Comment Template

No.DocumentSection(s)PDF Pg.ParagraphQuestion / CommentGovernment Response
1RFPSexual Harassment, (d) Mandatory Training21Paragraph 1, last sentenceIt states that "training will be provided by NOAA." Previously, we've provided our own training module that is compliant with NOAA's training. Will we have the option to continue using our NOAA compliant training module?NAM 1330-52.222-71 NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy Applicable to Crew Members of Vessels under NOAA Contract or Order has been removed. NAM 1330-52.222-70 NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy has been added to the RFP. Offerors may use a NOAA compliant training module.
2Pricing MatrixWill offerer have the opportunity to add or develop labor categories?Offerors may propose additional labor caegories and labor rates necessary to meet the requirements of the solicitation. CAR 1352.215-70 Poposal Preparation (APR 2010) has been revised to update the following language:

PRICE PROPOSAL (FACTOR 5) (WRITTEN ONLY) (2).

The IDIQ labor categories are provided in the Labor Category Descriptions tab of the Pricing Matrix. Offerors shall provide labor rates for all labor category levels under each category in the Labor Rate Worksheet tab. Entering "$0" rates will be considered a failure to provide a rate for that labor category. The contractor must respond to all Government provided labor categories, and may also propose additional labor categories and labor rates necessary to meet the requirements of the solicitation despite them not being included in the Pricing Matrix (Attachment J.3). Offerors shall include any new labor categories in the "Labor Categories Description" tab of the Pricing Matrix and include the Corporate Job Titles, Description, Min. Degree or Equivalent, and Preferred Years of Experience for each. Offerors shall add any new labor categories to the "Labor Rate Worksheet" tab of the Pricing Matrix, along with the labor rate for Contract Years 1 through Contract year 6. The accompanying narrative should support the rationale for additional LCATs.

3 Task Order 1 Performance Work Statement (PWS) 4.2 Regional Services Requirements 5 2. Transition RWRC Developments to NCEI Operational State Request clarification of the "Transition of RWRC Developments to NCEI Operational State" requirement. Are NCEI's transition guidance and processes available for review? Are NCEI's standards and policies available for review? Are there specific requirements for the delivery to appropriate NCEI-directed repositories? Is the sustainment state the same as the operational state? NCEI's Data Management, Operations, and Services Standard Operating Procedure SOP Number 10-1-009 is included as an attachment to the RFP (Attachment J.8).

These documents will likely be revised with NCEI's transition to the cloud to reflect a more CI/CD-specific readiness for software. In general, operational will refer to data and software that continues to produce data and update. Sustainment in NCEI is similar to "static" which means no future updates but existing data is still available.

4 RFP 1352.215-71 74 4 Do we submit oral presentation in power point format or pdf format or both formats? CAR 1352.215-70 Poposal Preparation (APR 2010) has been revised to update the following language:

Oral Presentation Documentation

The Offeror shall provide electronic copies of the briefing slides in powerpoint format no later than 1:00 PM Eastern Daylight Time (EDT) on June 26, 2026 as a part of their proposal submission.

5J.4 Quality Assurance Survillance Plan (QASP)Do we address QASP document after the award? At the top it states "Contract Number: < upon award, enter contract number>. It also requires signatures from NCEI/NOAA reps.Attachment J.4 is the draft QASP. The final QASP will be filled out with the successful offeror's information and signed prior to contract award.
6RFPWill the Government extend the proposal deadline? The Government has granted an extension of an additional 9 days for a total of 30 days to the proposal submission deadline consistent with the minimum timelines in Table 5-3 (FAR 5.201). Offerors are instructed that the revised proposal deadline is June 26, 2026 at 1:00 PM EDT. RFP Sections L.1, L.2, and CAR 1352.215-70 have been revised, and Attachment J.5 has been updated to include the revised proposal deadline.
