About this opportunity

The National Aeronautics and Space Administration Marshall Space Flight Center is seeking proposals to implement and support an agency-wide electronic, web-based Technical Standards Platform to provide seamless access to technical standards and related information for NASA and onsite contractors via the NASA Technical Standards System. The platform must provide full-text electronic delivery of standards from selected standards developing organizations, pay-per-document ordering, notices of standard changes, and NASA documents, metadata, lessons learned, application notes, and statuses. It must support 8,000 to 12,000 active users across 15 NASA facilities with sufficient bandwidth for minimum latency downloads. A solicitation is expected to be released within 30 days as a request for proposals using FAR Part 12 for commercial items and FAR Part 15 for negotiations, with proposals due in mid-April 2020.

There is no set-aside designation. The platform services fall under NAICS 541511 - Custom Computer Programming Services and PSC D302 - IT and Telecom- Systems Development. The contract is anticipated to be a firm-fixed price award for a one-year base period and three one-year options, valued at an estimated $5-10 million total over the four-year period. The platform must be operational within one month of award and support the full user base throughout the performance period.
