1. We would like to know if you're looking for an existing platform where you can simply integrate your current solution within a short time window (45 days?), or are you looking for a fully custom product built from the ground up? Yes, we are looking for an existing digital platform that encompasses standards from various Standards Developing Organizations (i.e.

SAE,ASTM, AIA, IEEE, Milspecs, etc.) to be electronically made available (seamless) through the NASA Standards Portal. The pre-solicitation Performance Work Statement is attached.

2. Is there a way to confirm or a place we can see the exact deadline dates for submittal as we are looking at Beta.Sam.gov and not sure if these are accurate? Yes, the posted solicitation will include directions on the exact deadline date for submittal of your proposal. What you are seeing in beta.sam is a pre-solicitation synopsis 80MSFC20R0007. It notifies you of our intent to issue a solicitation within 30 days of posting the pre-solicitation notice for the NASA Technical Standards System. Currently we plan to post the solicitation March 27, 2020 . The planned due date for responses is April 17, 2020.

3. First question was are there any terms you need us to review that we will need to sign? Yes, there will be terms for review and signature. The posted solicitation will contain the terms you will need to review and sign.

4. How and where will the bid be submitted to as all we see is your email address? The posted solicitation will provide instructions on how, and where, to submit your proposal.

1. Is NASA interested in innovations and an innovative solution different from the status quo?

Selection criteria will be provided with the solicitation.

2. Is the current hosting system owned by NASA and will it be provided GFE? No, the NASA

Technical Standards System (NTSS) was developed and is maintained by NASA; a user’s profile is transferred for direct seamless access to the contractor’s platform that houses the technical standards licensed with the various Standards Developing Organizations.

3. Are the engineering tools listed in Par 7 (a,b,c) GFE or commercial tools? Commercial tools.

4. How long will the transition phase last. Transition Phase period of performance will be provided with the solicitation.

5. Does NASA provide the authorized user required access training? NASA may provide access training if needed relative to NTSS, but the contractor is responsible for providing training for their platform.

6. Is the period of performance expected to be 5 years in total length base plus 4 options?

No, it is anticipated that contract award will have a one- year base period and three one-year option periods.

7. Is there a revised time frame to watch BetaSAM for the Solicitation release?

Yes, the planned posting date will be revised to no later than one month from this date.

PERFORMANCE WORK STATEMENT

FOR THE

TECHNICAL STANDARDS PLATFORM FOR THE NASA TECHNICAL STANDARDS

SYSTEM (NTSS)

1. INTRODUCTION

The purpose of this Performance Work Statement (PWS) is to provide a Technical Standards Platform (also referred to as “the Platform”) for the NASA Technical Standards System (NTSS).

This document defines the scope for the implementation and support of an Agency-wide electronic, Web-based Technical Standards Platform for accessing technical standards and related information seamlessly via NTSS. The objective of the Platform is to provide Agency-wide users, including on-site contractors, with effective access to technical standards and the standards’ metadata from various Standards Developing Bodies, including NASA, consisting of:

a. Full-Text Electronic Subscription Delivery of Standards from Selected Standards Developing Bodies.

b. Pay-per-Document Ordering of Standards from Selected Standards Developing Bodies.

c. Notices when Selected Technical Standards Change.

d. NASA-Provided Documents and Metadata.

e. NASA-Provided Statuses.

f. Metrics Dashboard, with the capability to allow NTSS staff to access content real time.

The Technical Standards Platform requires a user base of 8,000 to 12,000 active users. It is critical that the Platform has the necessary bandwidth required to access/download standards with minimum latency. This is critical because NASA programs and projects rely on technical standards and specifications and other information accessible in the system to evaluate, select, and use in space flight activities. Technical standards are also used by safety and mission assurance, information technology, and health and medical personnel and must be accurate and accessible for use.

Requirements for these elements are explained in the following sections.

2. DEFINITIONS

The following terms are used within this document and are defined for clarity below:

a. NASA Center Standards. Technical standards that are developed and approved by a NASA Center and have Center-specific applicability. NASA Center Standards are usually identified by the Center acronym in the document number and/or title.

b. NASA Technical Standards. Technical standards, specifications, and handbooks developed and approved by NASA Headquarters Offices for Agency-wide use. NASA technical standards are assigned a prefix of "NASA-STD-," "NASA-SPEC-," or "NASA-HDBK-," respectively, to the unique document number.

c. Security Assertion Markup Language (SAML). An Extensible Markup Language (XML)-based framework for authentication and authorization between two entities: A Service Provider and an Identity Provider. The Service Provider agrees to trust the Identity Provider to authenticate users. In return, the Identity provider generates an authentication assertion.

d. Standard or Technical Standard. Common and repeated use of rules, conditions, guidelines, or characteristics for products or related processes and production methods and related management systems practices; the definition of terms, classification of components; delineation of procedures;

specification of dimensions, materials, performance, designs, or operations; measurement of quality and quantity in describing materials, processes, products, systems, services, or practices; test methods and sampling procedures; or descriptions of fit and measurements of size or strength; and terminology, symbols, packaging, marking, or labeling requirements as they apply to a product, process, or production method. e. Standards Developing Bodies. For the purposes of this procurement, Government agencies, i.e.

NASA, Federal Aviation Administration (FAA), Department of Defense (DoD), etc., and national or international non-government organizations, i.e. American Society of Mechanical Engineers (ASME), Institute of Electrical and Electronics Engineers (IEEE), SAE International, International Organization for Standardization (ISO), etc., that develop standards.

f. Extensible Markup Language (XML). A markup language with use and design similar to HTML but employing tags defined by the user that can be used to indicate both the logical structure and the display specifications of the coded data.

3. NASA LOCATION REQUIREMENTS

The Contractor shall provide access to the Platform to the NASA user community comprised of NASA personnel and on-site contractors residing at each of the 15 NASA Facilities, including ancillary facilities, as follows:

a. Location 1: Ames Research Center (ARC).

b. Location 2: Armstrong Flight Research Center (AFRC).

c. Location 3: John H. Glenn Research Center (GRC).

d. Location 4: Robert H. Goddard Space Flight Center (GSFC).

e. Location 5: Jet Propulsion Laboratory (JPL).

f. Location 6: Lyndon B. Johnson Space Center (JSC).

g. Location 7: John F. Kennedy Space Center (KSC).

h. Location 8: Langley Research Center (LaRC).

i. Location 9: George C. Marshall Space Flight Center (MSFC).

j. Location 10: NASA Headquarters (HQ).

k. Location 11: John C. Stennis Space Center (SSC).

l. Location 12: Michoud Assembly Facility (MAF).

m.. Location 13: White Sands Test Facility (WSTF)/White Sands Complex (WSC).

n. Location 14: Wallops Flight Facility (WFF).

o. Location 15: Independent Verification and Validation (IV&V)

4. REQUIREMENTS FOR THE TECHNICAL STANDARDS PLATFORM

FOR THE NTSS

4.1 Access to the Technical Standards Platform from NTSS

4.1.1 The Contractor shall provide direct, seamless, electronic, access to the Technical Standards Platform from NTSS and for transfer of a user’s profile from NTSS to the Platform that shall include the following data, at a minimum:

a. User’s universally unique identifier (UUID) (acquired via the Security Assertion Markup Language (SAML) login).

b. User’s first name (acquired via the SAML login).

c. User’s last name (acquired via the SAML login).

d. User’s email (acquired via the SAML login).

e. User’s Center (acquired via the SAML login).

f. User’s subaccount user-name (static, shared with all NASA users).

g. User’s subaccount password (static, shared with all NASA users).

h. NASA User ID (Identification) (acquired via the SAML login).

i. Document number or key words (user entered).

4.1.2 The Contractor shall provide on-demand access via electronic authorization (SAML) to users who have been identified and authenticated in the NASA Account Management System (NAMS).

4.1.3 The Contractor shall monitor and provide notification to the Government of excessive usage by any user to identify potential user misuse of the Platform.

4.1.4 The Contractor shall monitor and provide notification to the Government of NASA user denials of requests to download documents under subscriptions for consideration to increase concurrent users.

4.2 Search Capability

The Contractor shall provide a Web-based, robust architecture for a user-friendly Platform that is seamlessly integrated for effectively accessing data from NASA and all the Standards Developing Bodies listed at Appendices A and B, simultaneously.

4.3 Search Options

4.3.1 The Contractor shall identify the search options and capabilities available to users such as searches by document number from complete or partial numbers and key word(s).

4.3.2 The Contractor shall make search history available to a user as links to previous searches or as a notification of items coming available within those defined parameters.

4.4 Status Search Filters and Default Settings

4.4.1 The Contractor shall provide search results by document number as the default setting.

4.4.2 The Contractor shall preset default searches to retrieve “Active” documents only (displaying the most recent current version or set of documents that make up the complete, most recent current version) in the search results, with the capability for the user to select a different status filter, such as “All” for displaying current and previous versions, including, but not limited to, revisions, cancellations, inactive.

4.5 Content of the Platform for NTSS

4.5.1 Requirements for the Electronic Delivery of Standards

4.5.1.1 The Contractor shall procure and deliver approved full-text standards in portable document format (pdf) format, at a minimum, from Standards Developing Bodies specified in Appendix A and from NASA as specified in this PWS via the single-point E-Authentication access (preferred SAML) provided via the NTSS.

4.5.1.2 Upon initiation of a search query, the Contractor shall provide metadata (see section 4.6) associated with each active and historical standard with capability to download and print the electronic full-text standards.

4.5.1.3 The Contractor shall not include publications, such as the following, in electronic subscription delivery: books, technical papers, training materials, magazines, newsletters, periodicals, conference proceedings, information publications, buyers’ guides, digests, meeting papers, and handbooks, guides, and manuals not related to specific standards; nor publications in hard copy, digital

J-1-7 versatile discs (DVDs), compact discs (CDs), etc., when electronic documents are available for which NASA would be charged additionally.

4.5.1.4 The Contractor shall provide to the user a real-time notification and instructions for accessing any standards for which access is controlled by the Contractor or Standards Developing Body (e.g., use of digital rights management protection).

4.5.1.5 The Contractor shall provide a detailed listing of limitations and a notification to the user upon attempt to access a standard that contains a limitation on the number of downloads and/or printing of that standard.

4.5.2 Complete List of Documents and Collections

The Contractor shall provide a complete listing of documents and collections included and excluded within a contracted Standards Developing Body.

4.5.3 Requirements for Delivery of Pay-Per-Document Orders for Non-Subscription Standards

4.5.3.1 Non-Subscription Delivery of Technical Standards

The Contractor shall provide the capability to order pay-per-document standards electronically from the Platform from those Standards Developing Bodies listed in Appendix B, displaying the cost of the standard to the user (see also Attachment J-3 for pay-per -document process).

4.5.3.2 Pay-Per-Document Delivery Timeframe

The Contractor shall provide the timeframe expected for delivery of pay-per-document orders after approval by the Government that are not electronically available for immediate download.

4.5.3.3 Approval of Pay-Per-Document Orders

4.5.3.3.1 The Contractor shall provide an interface for reviewing and approving or rejecting (providing rationale) by designated Government personnel prior to delivery of all requested pay-per-document orders.

(Requests for documents in a foreign language, multiple copies, hard copies, CD read-only memory (ROMs), and DVDs when electronic copies are available will not be approved).

4.5.3.3.2 The Contractor shall provide the cost of the document, including shipping, handling, additional fees, total cost, and cumulative pay-per-document costs for use in determining approval.

4.5.3.3.3 The Contractor shall notify NASA users who request pay-per-document standards upon approval (with instructions on how to obtain the document or rejection (with the Government’s rationale).

4.5.4 Requirements for Delivery of Documents Not Covered Under Subscriptions or Pay-Per- Document Delivery

4.5.4.1 The Contractor shall provide an on-screen indication to distinguish between contracted standards (subscriptions and pay-per-document standards) and all other documents provided in the Platform.

4.5.4.2 For all other documents in the platform not under contract by NASA, the Contractor shall display notification that these documents are outside NASA’s contracted documents and direct the requester to either (1) supply a method of payment, or (2) submit a pay-per-document request (see section 4.5.3.1).

4.5.4.3 The Contractor shall not display in the Platform the following:

a. Any NASA documents obtained via the Freedom of Information Act (FOIA).

b. Any NASA Policy Directives (NPDs) or NASA Procedural Requirements

(NPRs).

4.5.4.4 The Contractor shall not provide any pay-per-document standards outside the electronic process stated herein (see section 4.5.3.1).

4.5.4.5 The Contractor shall display an equivalent document(s) if a requested document is not under subscription and provide that information to the requester.

4.5.4.6 The Contractor shall coordinate pay-per-document account management with Government representatives.

4.6 Metadata Requirements for Contracted Document Deliveries

The Contractor shall provide the full-text document under subscription and metadata accurately for each standard in the Platform, including the following, at a minimum:

a. Complete document number as indicated on the Standards Developing Body-provided document with revision indicator, if applicable.

b. Complete document title as indicated on the Standard Developing Body-provided document.

c. Document approval date.

d. Year of revalidation.

e. Change No., reflecting notices, amendments, etc.

f. Change date.

g. Superseded by information.

h. Document status (active, inactive, cancelled, etc.).

i. Standards Developing Body’s acronym.

j. Document scope or abstract.

k. Document history metadata described in section 4.6 a-j.

4.7 Government-Provided Metadata

4.7.1 The Contractor shall provide access in the Platform to metadata and documents provided by the Government to the Contractor for the following, at a minimum:

a. NASA Technical Standards, Current.

b. NASA Technical Standards, Historical.

c. NASA Center Standards, Current.

d. NASA Center Standards, Historical.

4.7.2 The Contractor shall not provide accessibility to NASA-developed documents that have been obtained via the Freedom of Information Act (FOIA) or other means that are not specified in this contract unless specifically requested by the user, approved via pay-per-document process, and then provided at no cost to the Government.

4.7.3 The Contractor shall provide a method to transfer the following metadata, at a minimum, in agreed-to format from designated Government personnel and integrate this metadata in near real time in the Platform after receipt from the Government for on-demand access:

a. User registration information as specified in section 4.1 of this PWS.

b. Notification Type: (1) New, (2) Revision, (3) Revalidation, (4) Revalidation with Administrative and/or Editorial Changes, (5) Administrative and/or Editorial Changes, (6) Inactive for New Design, (7) Cancellation Notice (CN)/Group CN (GCN), (8) Correction, (9) Editorial (e), (10) Change Notice,

(11) Inactive, (12) Retired, (13) Reinstatement.

c. Document No.

d. Baseline or revision indicator.

e. Document title.

f. Release/Approval date.

g. Government agency (NASA).

h. Responsible Headquarters Office/Center (OCE, OCIO, MSFC, JSC, SSC, etc.).

i. Revalidation date.

j. Change No.

k. Change date.

l. Inactive for New Design date.

m. Cancellation date.

n. Reinstatement date.

o. Superseded by Document No.

p. Document scope.

q. Approved document or URL to link to the document from its NASA authoritative source.

r. Export and Distribution Authorization: (1) Public or (2) NASA Only.

4.7.4 The Contractor shall provide additional metadata as Government needs and requirements for data are identified.

4.8 Notification When Documents Change

Changes to technical standards can have major impacts on the safety, performance, reliability, and cost of NASA’s programs and projects.

The Contractor shall define the method for how a specific user can select a specific document or multiple documents seamlessly in the Platform to generate a user’s document list and/or receive change notifications individually or in a defined group and manage them (add or delete documents, modify distribution list); how change notifications are distributed to specific users or a defined group of users;

and timeframe for issuing notifications upon receipt of changes to a document.

4.9 Superseded By Information

The Contractor shall provide within the Platform links to superseded by, replaced by, and similarly applicable and referenced documents, at a minimum if available.

4.10 Sort Order

The Contractor shall provide functionalities to sort search results, with the default setting of results by document number.

4.11 Applicable, Reference, and Equivalent Documents

The Contractor shall explain current capabilities for displaying and hyperlinking to applicable and reference documents contained in the specific standard and for determining and linking to equivalent standards.

5. METRICS

5.1 Metrics Dashboard

5.1.1 The Contractor shall provide real-time usage metrics on demand via a dashboard for the complete contract period that includes combined data from all subscriptions, pay-per-document deliveries, and NASA and Center Technical Standards downloads from NTSS with data provided to the Contractor by the Government, at a minimum, with the capability to select from/to dates for the report:

a. Total logins, sorted by each NASA Facility and ancillary facility.

b. Total document downloads, sorted by each NASA Facility and ancillary facility.

c. Total number of users downloading total number of documents, sorted by each NASA Facility and ancillary facility.

d. Documents downloaded from Standards Developing Bodies, sorted by each NASA Facility and ancillary facility.

e. Usage of Top 10 Standards Developing Bodies with total number of downloads for each of these Standards Developing Bodies, sorted by each NASA Facility and ancillary Facility.

f. Pay-by-document with Standard Developing Bodies, document number/revision, and user, sorted by each NASA Facility and ancillary facility.

g. Total number of denials by each Government Facility and ancillary facility.

5.1.2 The Contractor shall provide the capability to export the reports from the usage metrics dashboard to .csv format on demand.

5.2 Pay-per-Document Report

The Contractor shall provide a report monthly of pay-per-document deliveries in a Microsoft® Excel® spreadsheet that includes the following data, at a minimum:

a. Reporting period dates.

b. Purchase approval date.

c. Requester’s name and NASA Headquarters Office/Center.

d. Recipient’s information if different from Requester.

e. Document number.

f. Revision indicator.

g. Document title.

h. Document base cost.

i. Shipping and handling charges, if any.

j. Total cost of document for each purchase.

k. Total charges for reporting period.

l. Justification.

6. GENERAL REQUIREMENTS

6.1 Section 508 Compliance

The Contractor shall provide a Technical Standards Platform for NTSS that complies with Section 508 of the Rehabilitation Act.

6.2 Operating System/Browser Compatibility

The Contractor shall provide a Technical Standards Platform for NTSS that supports Microsoft® and Apple® operating systems and the most current versions of Microsoft® Internet Explorer®, Mozilla® Firefox®, Google® Chrome®, and Apple® Safari®, at a minimum.

6.3 Transition Planning

The Contractor shall provide transition planning to the Government to ensure continuity of NTSS services prior to beginning the contract and for smooth transition at the end of the contract if warranted.

6.4 Quality Control Requirements

The Contractor shall have detailed quality control procedures in place to ensure requirements of the contract are met and that the data in the Platform are current, accurate, and timely.

6.5 Availability of the Technical Standards Platform in the NTSS

6.5.1 The Contractor shall provide advance notice to the Government and post notices that the system is temporarily unavailable on the Website or of potential system performance impacts in advance of scheduled Platform outages for maintenance.

6.5.2 The Contractor shall schedule planned downtime during off-duty hours if necessary for maintenance.

6.5.3 The Contractor shall notify the Government immediately if the Platform becomes inaccessible and provide reasons for the downtime.

6.5.4 The Contractor shall provide notification to the Government when the Platform becomes accessible following all downtime.

6.6 System Timeout of User

The Contractor shall provide a system timeout of use due to inactivity and inform the user of inactivity.

6.7 Customer Support Requirements

6.7.1 The Contractor shall provide customer support by personnel with detailed knowledge of the Platform to respond to Government user issues that are not NASA-specific, i.e. inquiries about NASA documents and metadata, from 8:00 a.m. Eastern to 6:00 p.m. Pacific Time.

6.7.2 The Contractor shall provide feedback to the Government regarding types of issues reported by NASA users in pursuit of developing better training materials.

6.8 Training

The Contractor shall provide Web-based training on use of the Platform and prior to release of new Platform features and enhancements.

6.9 Notification of Platform Changes

Over time, the Platform will be enhanced. The Contractor shall provide a minimum of a 2-week notice to the Government of upcoming changes to the Platform to allow notification to users.
