About this opportunity

The Department of the Air Force Global Strike Command seeks procurement, installation, and integration of a comprehensive high-definition security camera system for the Munitions Squadron at Dyess Air Force Base, with proposals due September 28, 2026, and questions due September 21. This is a Total Small Business set-aside, restricting competition to small business concerns with a $25 million size standard.

Place of performance is Abilene, Texas (Dyess AFB). The system comprises nine exterior-rated IP cameras with 4-megapixel minimum resolution, IP66 environmental rating, vandal resistance, and 120-foot infrared range—seven pan-tilt-zoom units, one static camera on 9111 Pad, and one with at least 270-degree viewing capability on the map center fence line. The contractor must procure and install one 16-channel rack-mountable Network Video Recorder with H.265 compression supporting 30 days of continuous video storage, one Power over Ethernet switch expandable to 16 cameras, one patch panel, CAT6 cabling in protective conduit, and wireless video transmission capability to Building 9153 Room 115. An Uninterruptible Power Supply with double-conversion technology and minimum two-hour runtime is available as an additive alternate line item. All equipment must comply with NDAA Section 889 (prohibiting Hikvision, Dahua, Huawei, ZTE, and Hytera), the Buy American Act, and R-DFARS sourcing requirements. All contractor personnel must be U.S. Citizens holding current manufacturer certifications and subject to government background investigations for base access. Work is performed Monday through Friday, 0800–1700 hours, excluding federal holidays, with exceptions requiring written Contracting Officer approval. The baseline period of performance is 180 days from award; offerors may propose accelerated timelines. The Government intends to award a Firm-Fixed Price contract. The NAICS code is 561621 (Security Systems Services); PSC is N063. Evaluation is based on best value considering technical acceptability, time, and price. Amendment 2, posted September 23, extended the closing date to September 28 and extended the period of performance from 60 to 180 days. A mandatory site visit is scheduled for September 18, 2026, at 9:00 a.m. CST at Dyess AFB Visitor Center.
