About this file
This is a Questions and Answers document for a federal contract solicitation for a security camera system installation at Dyess Air Force Base, Building 9153, Room 115, in the Munitions Storage Area.
The requirement involves installing nine total cameras (seven pan-tilt-zoom units, one static camera, and one with at least 270-degree viewing capability) with wireless video transmission capability to a centralized recording location. Camera locations range approximately 945 to 4,642 feet from the control room. The system must support 30 days of continuous recording at minimum 4 megapixel resolution and 15 frames per second, with storage calculations based on contractor-proposed camera specifications. One new mounting pole is required with a possibility of a second due to ongoing construction at the facility. All cameras must provide at least 120 feet of infrared illumination during darkness. The network video recorder does not require rack mounting but must store data locally within Building 9153 Room 115. Wireless design is preferred but not mandatory; existing conduit and power infrastructure may be utilized where serviceable. The contractor must provide all necessary equipment except potentially an existing television monitor for display. Proposed equipment must comply with Federal Acquisition Regulation, Buy American Act, NDAA Section 889, NDAA Section 1260H, Trade Agreements Act, and NIST FIPS 140-2/140-3 standards. The performance period is 180 days maximum, with warranty including one-year coverage, manufacturer-recommended preventive maintenance, on-site response within 24 hours for repairs, and training for up to 10 personnel. Contractor personnel require escorted access in the Munitions Storage Area. The government will provide an existing television and network connection point in Room 115; additional hardware must be contractor-supplied.

1. Are camera locations, mounting heights, approximate distances to building 9153 room 115, line of sight conditions, and available power or conduit shown in a drawing, photograph set, or site data package that can be released to offerors?
a. There are no photos of the existing infrastructure or line of sight.
2. Does the requirement that the system be capable of wireless transmission from each camera mean that all eight links must operate wirelessly, or may a wired design be used where existing conduit is available while retaining wireless capability where needed?
a. Wireless design is preferred due to distance from 9153 and cost reduction however it is not required.
3. Has the Government approved a frequency band, radio standard, encryption method, or equipment authorization process for the wireless links? Does the 45 day nonionizing radiation authorization provision apply to the contemplated camera links?
i. 7 BW/SEW – These cameras were authorized for installation/usage in June after receiving Gain, Power, and Frequency measurements. Calculating them at max power, the cameras do not pose EMR hazards to ordnance. I am unaware of a 45-day nonionizing radiation provision.
ii. There's no generic standing frequency authorization for systems so I would have to request one from the approving organizations. That being said, the biggest concern from my side as the Spectrum Manager is to make sure that whatever camera your team/CONS goes with has an approved Stage 4 certification (DD-1494) to support it.
iii. No certification means no approved frequency.
4. How many new poles should offerors include in the base firm fixed price? If the quantity is unknown, will the Government provide an allowance, unit price structure, or site assumption for equal evaluation?
a. One new pole is needed, with one additional possible due to ongoing construction at the
9111 (MAC) Pad.
5. For the 30 day continuous storage calculation, what frame rate, target bitrate, video codec profile, audio setting, and recording overhead should every offeror use? Is redundant storage required?
a. Redundant storage is not required, maintaining the 4MP Minimum resolution for 30 continuous is the unit’s primary concern.
6. The public notice describes automated threat detection, while the Statement of Work does not define analytics. Which detection, alert, classification, or integration functions are required for technical acceptability?
a. 7 MUNS does not require automated threat detection.
7. The Statement of Work calls the online double conversion uninterruptible power supply an additive alternate, but the quotation form lists only the camera and installation lines. How should offerors separately identify and price this alternate?
a. You may add an option Clin for any additional additive alternate.
8. Which proposed products require current manufacturer installer certification, and should certification evidence be included with the quotation or provided after award before work starts?
a. Which proposed products require current manufacturer installer certification? The cameras, receivers, and recorder software if applicable.
b. All certification evidence should be provided at submission of quote.
9. Please identify the required Texas security contractor license classification and any permit or inspection authority that applies to this installation.
a. Only manufacturer installer certificate (if available from manufacturer) is required by 7
MUNS.
10. Are background investigation, badge processing, shop drawing review, wireless or radiation approval, and Government access time included within the 60 day completion ceiling? How will documented Government review delays affect that period?
a. (7 MUNS has no issue extending this to 180 days to allow for this)
11. Will the resulting contract permit invoices for separately accepted equipment or installation milestones, or will one invoice follow final system acceptance?
a. After Inspection/Acceptance of final results, invoicing will be allowed for submission.
12. Should the one year warranty price include all onsite travel, labor, replacement parts, preventive maintenance, and a 24 hour start of diagnostics for every reported issue?
a. Follow industry best practices.
