Due to unforeseen circumstances, the issuance of the formal RFP scheduled for mid-December 2013 has been postponed.
Once a revised schedule has been developed, a notice will be posted to FedBizOps citing the revised RFP release information.
9 June 2014 - NOTICE TO INTERESTED OFFERORS: In response to two separate phone calls received, the formal solicitation for this requirement has NOT been posted and proposals are NOT due on 10 June 2014. Only draft RFPs for infromational purposes have been posted to date. It is currently anticipated that the formal request for proposal will be posted around the first part of July 2014.

This requirement was originally posted to the FedBizOps website under solicitation FA8601-13-R-0030. The soliciation number has been updated to FA8601-14-R-0007. As of 6 November 2013, no further information will be posted under the previous solicitation number.
A DRAFT RFP w/attachments is being posted for informational purposes only. Industry comments/questions should be submitted in writing no later than 3:00 p.m. local time on 2 December 2013. It is anticipated that the official RFP will be posted in the mid-December 2013 timeframe.
The following information previously furnished with the Presoliciation Notice posted under the previous solicitation number is being provided for information/continuity:
This RESTRICTED ACQUISITION is set-aside for 8(a) firms located within the geographical area of the State of Ohio and other 8(a) firms with a bona fide place of business within the geographical competitive area and the assigned NAICS code, prior to the closing date of the solicitation. All other 8(a) Business Development Participants are deemed ineligible to submit offers.
The NAICS code is 236220 and the Size Standard is $33.5M.
In accordance with FAR 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S-owned entities.
Project: ZHTV 121001, Multiple Award Construction Contract (MACC)
The MACC is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-build and design-bid-build construction projects, which are specific to WPAFB, and applicable to individual task orders. Work will consist of a broad range of maintenance, repair, alteration and/or new construction work on various real property facilities. Type of work the contractor can expect (not inclusive): new construction of buildings and structures; alteration, restoration, and repair of buildings, structures, roads, airfields, ground, roofs; specialty construction; utilities; and miscellaneous services including remediation/hazardous waste removal (i.e. asbestos, lead paint etc.). Contractor efforts may also include design/build from concept to 100% design. The Air Force intends to award up to eight (8) contracts on this effort. Contractors selected for award will form the pool of contractors eligible to compete for individual Task Orders (TO). Each TO will be evaluated based on the terms and conditions of the corresponding solicitation. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual TO.
Contract PoP: 7 years; Ordering Period 5 years
The estimated magnitude of the entire MACC is $100M maximum. The value of individual TO is typically $200K to $5M. However, there is a potential that TOs may be more or less than this range.
NOTES:
1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov.
2. There is no fee for this solicitation.
3. A registration page will be attached to the web site. You are not required to register as an interested vendor. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation.
4. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. There will NOT be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due.
5. Contractors shall be capable of securing bonding in the amount of $5M and potentially up to $10M for the MACC. Additionally, Performance and Payment Bonds shall be required up to the full amount of individual TOs.
6. ontractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
7. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
This is a WPAFB Construction Contracting (PZIOC) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
