RULES OF ENGAGEMENT
Site Visit
Multiple Award Construction Contract (MACC)
FA8601-14-R-0007
Wright-Patterson Air Force Base
Good Afternoon All, I’m Robin Tipton, the Contract Specialist, for this project. This site visit is for Request for Proposal #FA8601-14-R-0007, Project 12-1001, Multiple Award Construction Contract (MACC). We will be making two stops today as follows:
Seed Project – Project #07-1930, Upgrade Fire Alarm Systems. Facility 20255
– Project is to be awarded to the Lowest Priced Technically Acceptable Offeror when the basic IDIQ Contracts are Awarded. The Magnitude of Construction is between $100K and $250K.
Sample Project – Project #00-0077, Renovate/Reconfigure PAX Terminal, Facility 30206 – Project is for Evaluation Purposes Only. The Magnitude of Construction is between $500K and $1M.
*Set-Aside: 8(a) competition is limited to 8(a) firms located within the geographical area of the state of Ohio and other 8(a) firms with bona-fide place of business within the geographical competitive area and assigned NAICS code. All other 8(a) business development participants are deemed ineligible to submit offers.
*“Bona fide place of business”, for purposes of 8(a) construction procurements, means a location where a participant regularly maintains an office that employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. See 13 CFR 124.3.
A participant’s principal place of business is always a bona fide place of business for purposes of 8(a) construction requirements. A participant may have bona fide place of business in more than one location.
This bona fide office must be requested through the participant’s home SBA office and approved by the local SBA District office where the bona fide office is located. A review of required documentation and the participant’s location must be performed and a letter of approval issued.
Firms who are eligible for this requirement must be an active member of either the Columbus or Cleveland district or have an approved bona fide office in either district.

Proposal Date Due: Wednesday, 23 July 2014 @ 2:00 p.m. local time.

Here are a few rules to follow:
1. Government representatives shall not approve or comment on prospective contractors’ methods or procedures.
2. Government representatives shall not offer any advice or recommendations to prospective contractors.
3. Remarks and explanations at the site visit shall not qualify the terms of the solicitation. Terms of the Solicitation and Statement of Work remain unchanged unless the solicitation is amended in writing.
4. All questions shall be submitted in writing and turned into the Contracting Specialist and Contracting Officer no later than Monday, 7 July 2014, 2:00 p.m. local time. Questions and responses shall be posted on the FedBizOpps web site for all prospective offerors to view.
5. Please stay with the group at all times.
6. A listing of all participants will be posted on the FBO web site.
