Question #10 RFP Pg. 63, Section 4.3.2, under the Volume III Organization, table of contents and glossary are not listed. Are these required to be a part of Volume III?

Government Response: Yes. A table of contents and glossary are required for each volume.

Reference RFP Section L, Instructions, Conditions and Notices to Bidders, Provision PZIOC L- 004, Instructions, Conditions, and Notices to Offerors or Respondents ALTERNATE II (April 2014), Paragraph 3.4, Indexing and paragraph 3.5, Glossary of Abbreviations and Acronyms.

Question #11 RFP Pg. 64, Section 4.3.3.3, #6, for the Total Evaluated Price Calculation for the MACC Worksheet, the last two sentences asks for a detailed summary of how we arrived at the NTE Indirect Markup Factor Rate and says it must be provided in the proposal, but not part of the matrix attachment. Should this be put in a separate tab in Volume III?

Government Response: [NOTE: Correct paragraph reference is 4.3.2, #6.] The required separate detailed summary of how the offeror arrived at their proposed Not to Exceed (NTE) Indirect Markup Factor Rate should be included at Tab 6 in Volume III along with the Total Evaluation Price (TEP) Calculation for the MACC worksheet (see Section J, Attachment 7 of the RFP, Total Evaluated Price Calc worksheet).

Question #12 RFP Pg. 64, Section 4.3.3, Contract Documentation, under 4.3.3.1 it says the proposal shall include a signed copy of the model contract, and sections A through K. What pages of the solicitation are the Model Contract on? Also, are Sections A through K supposed to be submitted in their entirety, even if there isn’t anything to fill out in some sections? Is this supposed to go at the beginning of Volume III or at the end after the other requirements?

Government Response: The model contract consists of the signed Standard Form (SF) 1442 with Sections A – K included in their entirety. Reference RFP Section L, Instructions, Conditions and Notices to Bidders, Provision PZIOC L-004, Instructions, Conditions, and Notices to Offerors or Respondents ALTERNATE II (April 2014), Paragraph 4.3.2, Volume Organization. The signed SF 1442 (e.g., model contract with Sections A – K included in their entirety) is to be the first item in Volume III, Price/Contract Documentation.

Question #13 RFP Pg. 64, Section 4.3.3.4, it says to provide Section I and complete 52.225-9. In reviewing this, we aren’t sure what we are supposed to fill out in this provision on pg. 36-39 of the solicitation? Please clarify what portion of this should be filled out.

Government Response: Clause 52.225-9, Paragraph (d), Data, is required to be completed. If the offeror does not anticipate the use of foreign materials that would require Government evaluation of the request (reference paragraph c of the clause), the table may be completed with N/A for Items 1 and 2.

Question #14 RFP Pg. 65, where are items 4.3.4 (Exceptions to Solicitation Requirements) and 4.3.5 (Other information Required) supposed to go in the Volume III? They aren’t listed in the Volume Organization on pg. 63-

64. Should we put them at the end of the Volume?

Government Response: Information applicable to paragraphs 4.3.4 and 4.3.5 may be included as a separately tabbed item in Volume III, continuing on with #11, 12, etc.

Question #15 Are we required to submit past experience for our design team member?

Government Response: Per Section M – Evaluation Factors for Award, Provision PZIOC M-004

– Basis for Contract Award: Alternate II (Apr 2014), Paragraph 2.2, Technical Factor, Subfactor 2, Contractor Experience, Measure of Merit, offerors are only required to submit evidence of prime contractor experience in projects meeting the description of those listed in Section L, Paragraph 4.2.2.4, Subfactor 2: Contractor Experience. However design team members are required to meet certain requirements qualifications as outlined by Subfactor 1: Management Plan and section 3 of the Statement of Work (SOW).

Question #16 [Seed Project] Can WPAFB provide fire sprinkler shop drawing as-build documents?

Government Response: No. They do not exist.

Question #17 [Seed Project] Can WPAFB provide fire water flow test data?

Government Response: No. We have no flow test data.

Question #18 [Seed Project] Is the contractor required to provide a complete hydraulic analysis and calculations for the entire building, the supply to the building?

Government Response: Yes. See RFP Attachment 4, Seed Project SOW, Paragraph 1. D. 1) and Unified Facilities Code (UFC) 3-600-01 section 4-1.2 and 4-1.3.

Question #19 [Seed Project] Is it part of this scope to verify system supply to the building with a flow test?

Government Response: Yes. See the response to question 18 above.

Question #20 [Seed Project] If the building system is found to be insufficient for newly resized pipe and sprinkler coverage would the contractor be required to provide a fire pump and possible storage?

Government Response: It is assumed the existing system was installed using the pipe schedule method which is generally conservative. We therefore assume the system will meet UFC 3-600-01. If the hydraulic analysis reveals an inability to meet UFC 3-600-01 flow rates the contractor would not be held responsible for these unknown and undocumented deficiencies. Such deficiencies would be handled IAW FAR Clause 52.236-2 – Differing Site Conditions.

Question #21 [Seed Project] Can we have drawings of the building for the SEED Project?

Government Response: The AutoCAD floor plans that will be incorporated by the forthcoming Amendment 0001 are all that are available. *** These may not be accurate therefore if the contractor chooses to make use of them it will be the contractor's responsibility to verify the accuracy.

Question #22 [Seed Project] Are all sprinklers throughout the entire building to be replaced? The RFP says there are approximately 150 sprinklers to be replaced. There are approximately 200 sprinklers.

Government Response: 150 was an approximation. All sprinklers shall be replaced as stated in RFP Attachment 4, Seed Project SOW, Paragraph 1.D.3.

Question #23 [Seed Project] The RFP Scope item D.2 [RFP Attachment 4, Seed Project SOW, Para 1.D.2] says to perform hydraulic calculations to validate the piping is adequate. It appears that the existing pipe system will not satisfy the current OFC fire suppression requirements. If this is true are we to replace the existing sprinkler piping system or only identify what changes would be required in order to comply with current standards?

Government Response: It is assumed the existing system was installed using the pipe schedule method which is generally conservative. We therefore assume the system will meet UFC 3- 600-01. If the hydraulic analysis reveals an inability to meet UFC 3-600-01 flow rates the contractor would not be held responsible for these unknown and undocumented deficiencies.

Such deficiencies would be handled IAW FAR Clause 52.236-2 – Differing Site Conditions.

Question #24

[Seed Project] For use in the overall code analysis of the building can you provide a description of the final intended occupancy and use in each major area of the building? Will the existing occupancy remain the same, including the 20-ft high piled storage in the high-bay area of the building?

Government Response: The intended use of each space will remain unchanged as the result of this project. Occupancy and hazard classification is to be determined by the Fire Protection Designer of Record. See RFP Attachment 4, Seed Project SOW section 1.D.2 and UFC 3-600-01 Sections 1-5 and 4-1.2

Question #25 [Seed Project] Is there a drawing or information available showing the arrangement of the base water mains that feed Building 20255?

Government Response: The information contained in RFP Attachment 4, Seed Project SOW is all we have (see Seed Project SOW, Attachment 2, Photo of PIV and FDC Install Location).

Question #26 [Seed Project] Are there “as-built” drawings for the existing automatic sprinkler systems for use in conducting the hydraulic analysis required by the project RFP?

Government Response: No.

Question #27 [Seed Project] If the RFP required hydraulic analysis of the existing automatic sprinkler shows that the sprinklers are not capable of meeting current UFC requirements how will correction of any deficiencies be handled? Is simply notifying the Government of any deficiencies sufficient, or is the contractor expected to make corrections that will not be evident until completion of the hydraulic analysis?

600-01. If the hydraulic analysis reveals an inability to meet UFC 3-600-01 flow rates the contractor would not be held responsible for these unknown and undocumented deficiencies. Such deficiencies would be handled IAW FAR Clause 52.236-2 – Differing Site Conditions.

Question #28 [Seed Project] Is there a report available detailing the results of the last NFPA 25 required internal examination of the automatic sprinkler system piping? If the internal condition of the system is not known, please confirm that the contractor is not required to address any problems or deficiencies that might be revealed when the sprinkler system piping is opened to complete the other required sprinkler system revisions.

Government Response: No such report is available. The contractor will not be responsible for unknown/undocumented problems or deficiencies. Such deficiencies would be handled IAW FAR Clause 52.236-2 – Differing Site Conditions.

Question #29

[Seed Project] Is there any flow test information available for use in evaluating the fire protection water supply and the capabilities of the existing automatic sprinkler system?

Government Response: No.

Question #30 [Sample Project] There is a discrepancy between the height of the fence required temp storage area 6 vs 8 ft?

Government Response: Provide a 6ft high Privacy Fence. This change will be reflected in an upcoming amendment to the RFP.

Question #31 [Sample Project] Will the X-Ray machine be installed in the Temp PAX facility?

Government Response: The provision for a temporary passenger terminal will be deleted from the scope of this project. This change will be reflected in an upcoming amendment to the RFP.

Question #32 [Sample Project] Does the Temp PAX facility require skirting or insulated skirting?

Question #33 [Sample Project] Can any serviceable ceiling tile be reused to comply with Govt sustainability guidelines?

Government Response: Provide new ceiling tile in accordance with RFP Attachment 9, Sample Project Drawings, Sheet A400, Partial First Floor Reflected Ceiling Plan.

Question #34 [Sample Project] The detail for Circ 121 A302 1,7 calls for quarry tile but the Finish Spec A001 calls for RB in these areas.

Government Response: Per RFP Attachment 9, Sample Project Drawings, Sheet A001, Door & Finish Schedule, room 121 is correctly identified as receiving PT3, not RB.

Question #35 [Sample Project] The detail for the men’s and women’s bathrooms does not show the quarry tile but the Finish Spec A001 calls for quarry tile to be installed.

Government Response: RFP Attachment 9, Sample Project Drawings, Sheet A001, Door & Finish Schedule, for rooms 116 and 117 (men’s and women’s) will be updated to reflect only PT1 on the flooring. PT2 will be deleted and Detail 8 on sheet A300, Restrooms Plans & Elevation will be deleted. This change will be reflected in an upcoming amendment to the RFP.

Question #36 [Sample Project] Finish schedule calls for vinyl wall covering in several areas but there is no detail or notes to correspond with this.

Government Response: Reference RFP Attachment 9, Sample Project Drawings, Sheet A001, Door & Finish Schedule - Notes for installation of WC1 and WC2 are indicated in the Finish Legend. Paint in these areas is not required and the finish schedule will be updated. This change will be reflected in an upcoming amendment to the RFP.

Question #37 [Seed Project] Will there be another site visit authorized for Bldg 20255 design phase?

Government Response: Yes another site visit is being scheduled. The date/time will be posted to the FedBizOpps website.

Question #38 [Seed Project] Are there existing water flow and pressure test numbers available for Bldg 20255?

Government Response: No additional water flow and pressure test numbers are available.

Question #39 [Seed Project] Are the as built drawings available for Bldg 20255?

Government Response: There are a handful of as-builts that will be made available for reference. These drawings will be incorporated in an upcoming amendment to the RFP.

NOTE: The offerors are responsible for the verification of existing conditions and should note that many changes to the facility have occurred that may or may not be documented in the provided as-builts.

Question #40 [Seed Project] SOW section 1.D.2) requires the contractor to determine the fire sprinkler hazard classifications, conduct a water flow test, and determine if existing pipe sizes and water supply are adequate. Please clarify what standard these pipe sizes and water supply should meet. Typically renovations to the sprinkler system as described in SOW 1.D.3) would not trigger compliance with the latest codes and standards. Since this piping is not being re-designed and the renovation is for less than 50% of the value of the system what code should the water supply and piping support?

Government Response: See RFP Attachment 4, Seed Project SOW, Paragraph 1.B for code requirements.

Question #41 [Seed Project] SOW section 1.D.2) requires the contractor to determine the hazard classifications, conduct a water flow test, and determine if existing pipe sizes are adequate. It is assumed from this statement that if pipe sizes are found to not be adequate that an RFP will be issued to address deficiencies via a change order since it is impossible for the contractor to be aware of or price any pipe revisions at bid time. Please confirm that this is correct.

Question #42 [Seed Project] SOW section 1.D.3) has a very specific set of updates to the sprinkler system which includes replacing sprinklers. The SOW does not discuss how any existing deficiencies will be handled. It is not possible for bidders to be aware of spacing deficiencies, obstructions, etc. at this time. If deficiencies are discovered during this work will an RFP be issued to address the deficiency as a change order?

Question #43 [Seed Project] Will flow test information be forthcoming for the seed project?

Government Response: No. The contractor shall perform a flow test. (See RFP Attachment 4, Seed Project SOW, Paragraph 1.D.2).)

Question #44 [Seed Project] UFC 3-600-01 Section 5-3.2.9 added subtle language which requires strobes in all Employee Work Areas. This is very subtle but has the definite impact of requiring strobes in each and every individual office. This has been debated and always seems to be the source of confusion on fire alarm projects since UFC 3-600-01 change 3. To ensure that everyone is pricing the same thing can you confirm that strobes are to be provided in all offices (even single offices) to comply with this new UFC 3- 600-01 requirement?

Government Response: As part of this Design-build task, the offeror is responsible for designing the project to meet applicable codes and standards including but not limited to UFC 3-600-01, National Fire Protection Association (NFPA) 72 and the Architectural Barriers Act (ABA). The Fire Protection Engineer (FPE) on the design team will need to evaluate the applicable code requirements, the facility layout and any other contributing factors to determine where strobes are required.

Question #45 [Seed Project] Is a new Knox box required for this project (per Base Facilities Design Guide section 8.2.2.8) and should it be connected to the fire alarm system?

Government Response: Provide a new Knox box and connect to the fire alarm system as required by the BFS.

Question #46 [Seed Project] The Base Facilities Design Guide does not describe integration with the giant voice system at WPAFB which is relatively new. Please provide clarification on what will be required to be priced for tying into the giant voice system at the base.

Government Response: See UFC 4-021-01, Paragraph 4-3.5.

Question #47 [Seed Project] As there appears to be little available conceptual design or as-built information in the RFP on the seed project, we would like to request a second site visit of Building 20255 for our DOR, Fire Protection Engineer, and life safety subcontractors.

Government Response: This will be accommodated. The date/time will be posted to the FedBizOpps website.

Question #48 [Seed Project] We request that any as-built drawings of Building 20255 be provided.

Government Response: There are a handful of as-builts that will be made available for reference. These drawings will be incorporated in an upcoming amendment to the RFP. The offerors will be responsible for the verification of existing conditions and should note that many changes to the facility have occurred that may or may not be documented in the provided as-builts.

Question #49 [Seed Project] Are there any conceptual design drawings of the seed project available?

Government Response: No there are not any design drawings.

Question #50 [Seed Project] Is it acceptable for the Fire Protection Engineer to serve as both the DOR and also perform construction scope on this contract or are these services required to be performed by separate organizations?

Government Response: Certain contract roles have specific qualification and/or certification requirements and are outlined in RFP Attachment 1, MACC SOW, Section 3. Additionally, certain codes and standards may also require work to be performed by individuals with specific qualifications or certifications. Unless prohibited by law, regulation or the terms and conditions of this solicitation/contract, it would not be prohibited.

Question #51 [Sample Project] There are numerous Precon submittals listed on the submittal register related to exterior excavation. Is there any exterior or underground work related to this project?

Government Response: Project does not include any exterior excavation work; however it does include some interior work under the existing slab on grade.

Question #52 [Sample Project] The drawings provide a very brief summary of a 2,600 sf Temporary Passenger Modular Facility leaving several clarification questions. What systems are required of this facility? There are many items not discussed, e.g., Security Requirements, Fencing Modifications, Power requirements, Lighting requirements, Heating/Cooling requirements, Domestic water, ATFP requirements, CATV, Fiber, Telecom etc.. Also, is the scope to provide New Modulars or Re-purposed Modulars?

Question #53 [Sample Project] Is the new fire alarm and mass notification system specification section included for purposes of reconfiguration of the existing systems? Or does the Government intend that the scope is installing a new system and integrating it with other building FA systems on other floors of the building and/or with the foam systems in the hangars?

Government Response: Provide fire alarm and mass notification devices in accordance with the referenced specification section and RFP Attachment 9, Sample Project Drawings, Sheet E101, Ground Floor New Work Power Plan.

Question #54 RFP Section 4.2.2.5, Subfactor 3 second bullet, page 63 of 77: The RFP requests information on the processes the Offeror will use to develop and track the work schedule and this is applicable to the Basic Contract, Seed Project, and Sample Project. Please confirm that the Government is requesting only a narrative of our processes and not an actual project schedule (AF 3064 and/or bar chart) for either the Seed Project and/or the Sample Project.

Government Response: Per RFP Section M, Provision M-004 – Basis for Contract Award:

Alternate II (Apr 2014), Paragraph 2.2, Technical Factor, Subfactor 3: Project Planning and Execution, Measure of Merit - the offeror must demonstrate “a clear and comprehensive project execution approach for tracking and communicating task order schedules.” How the offeror chooses to demonstrate his or her approach is up to them as long as they stay within the guidelines specified in RFP Section L, Instructions, Conditions and Notices to Bidders, Provision PZIOC L-004 – Instructions, Conditions and Notices to Offerors or Respondents, Alternate II (April 2014), Section 3.0.

Question #55 RFP Section 4.2.2.2b, page 61 of 77, indicates we are to provide a “List of Tables and Drawings.” Are conceptual design drawings required for the Technical Volume? Section 4.2.2.5, Subfactor 3, first bullet, only appears to request design processes not actual design work product.

Government Response: Per RFP Section M, Provision M-004 – Basis for Contract Award:

Alternate II (Apr 2014), Paragraph 2.2, Technical Factor, Subfactor 3: Project Planning and Execution, Measure of Merit, this requirement is met when the “Offeror proposes a clear and comprehensive project planning approach for the preparation and review of interim design submittals and final construction documents for design/build task orders.” How the offeror chooses to demonstrate his or her approach is up to them as long as they stay within the guidelines specified in RFP Section L, Instructions, Conditions and Notices to Bidders, Provision PZIOC L-004 – Instructions, Conditions and Notices to Offerors or Respondents, Alternate II (April 2014), Section 3.0.

Question #56 RFP Section 4.2.2.4, Subfactor 2, page 62 of 77: If the Offeror is a JV, may we submit projects from the individual JV member firms as long as they meet one or more of the required relevancy criteria?

Government Response: Yes

Question #57 Reference Paragraph 4.2.2.3 – Subfactor 1 – Management Plan – The draft Solicitation states: “If the proposal is based on a teaming/partnership relationship, the offeror shall provide all required solicitation information for all parties, including a copy of the teaming/partnership agreement. Any agreement shall include information which identifies the responsibilities for each entity under this contract, and demonstrates the intent of the business relationship between the firms. (Applicable to the Basic Contract only)

Question: Can we submit under a Teaming Agreement that meets the requirements of FAR 9.6 and defines the key roles and responsibilities of the 8a firm and the Teaming partner?

Government Response: Yes

Question #58 RFP Section 4.2.2.3 Subfactor 1: Management Plan, 4th bullet, page 62 of 77, requires that we submit copies of our teaming/partnership agreements. As the Technical Proposal is limited to 50 pages and these type of agreements typically are 20-30 pages long, may we assume that they are not included in page count (particularly if we have more than one to include)? I did not see “agreements” included on the exclusion list in Sections 3.1 and 3.1.2. Or alternatively, can we present such agreements in the Price/Contract Documentation Volume only?

Question #58 The Solicitation Form when filled out has 6 pages for the MACC (Ordering Period's 1-5 and Option). I may have overlooked the instructions, but how do you want to address the price quote for the;

1. SEED Project, Upgrade Fire Alarm Systems at Facility 20255

2. SAMPLE Project Renovate / Reconfigure PAX Terminal Facility 30206

Is there any special form we are to use ? or just include our company bid proposal for each project ?
