About this opportunity

The U.S. Department of Veterans Affairs (VA) Veterans Health Administration is seeking to establish Blanket Purchase Agreements (BPAs) for Medical/Surgical Prime Vendor (MSPV) Open Market supplies to support its nationwide healthcare system. The procurement aims to ensure consistent availability of medical and surgical supplies across 1,243 healthcare facilities, including 172 medical centers and 1,062 outpatient sites that serve approximately 9 million enrolled Veterans annually. Suppliers must be authorized distributors with manufacturer letters dated within 90 days and demonstrate Electronic Data Interchange (EDI) capabilities. The solicitation utilizes a tiered evaluation approach, prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), then expanding to VOSBs, 8(a)/HUBZone/WOSB, small businesses, and ultimately large businesses. The key deadline for quote submissions is January 17, 2025, at 5:00 PM EST, with pricing required to remain valid for 180 days after the solicitation closes.

The solicitation does not have a specific set-aside designation, allowing broad participation across business sizes. The BPAs will have a maximum performance period of 60 months, with suppliers required to establish commercial agreements with Prime Vendors within 60 days of contract award. Suppliers must comply with Trade Agreements Act requirements and adhere to Make PPE in America Act restrictions for certain items. The place of performance is specified as Augusta, Maine, though the procurement is designed for nationwide distribution. Contractors must operate under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing), which has an 800-employee size standard. While specific award values are not detailed, the procurement is designed to support the VA's extensive medical supply needs, focusing on volume-based, standardized pricing that balances cost avoidance with clinician preferences for high-quality medical supplies.
