About this opportunity

The U.S. Army Corps of Engineers, Portland District, is soliciting bids for construction services to raise the crest of the Mount Saint Helens Sediment Retention Structure located on the North Fork Toutle River in Cowlitz County, Washington. The project scope includes mobilization and demobilization, river diversion, rock excavation, rock foundation preparation with dental concrete placement, roller-compacted concrete placement, outlet works sealing, and related incidental work. This is the second of three planned crest raises for the structure, which was originally constructed in the late 1980s to prevent sediment from flowing downstream and threatening levee systems from Castle Rock to Lexington. The contract evaluation includes a 10% HUBZone price evaluation preference, and contractors must comply with Davis-Bacon Act wage requirements. The bid submission deadline was October 22, 2025 at 11:00 AM PST, with a mandatory pre-bid site visit that occurred on August 4, 2025, and multiple solicitation amendments issued throughout the procurement period to clarify requirements and extend deadlines.

This solicitation includes no set-aside designations and represents full and open competition. The previous crest raise performed in 2012 was completed by LKE Corporation under a separate contract. The estimated project value ranges between $25 million and $100 million, with two bidders submitting proposals: Anvil Builders Inc. at $36,080,027.88 and Flatiron Dragados Constructors, Inc. at $34,503,510.00. The base contract scope includes a mandatory 5-foot crest raise with an optional 10-foot raise feature; volume calculations indicate the 5-foot raise involves 1,787 cubic yards of cut and 14,455 cubic yards of fill, while the 10-foot raise option requires 3,253 cubic yards of cut and 31,288 cubic yards of fill. Physical project completion is scheduled for December 31, 2027, with a contract end date of May 7, 2028, and all work will be performed at the Sediment Retention Structure site on the North Fork Toutle River in Toutle, Washington, accessed via gravel roads and existing dam infrastructure.
