About this file

This document is a Contractor's Operations and Requirements section (Section 01 10 10.00 25) for the MSH Sediment Retention Structure Crest Raise project. The section outlines comprehensive operational requirements for the contractor, including specific guidelines for in-water work periods (July 1 to October 4), time-lapse camera documentation, equipment usage, utilities, and work area management. Key contractor obligations include providing a temporary government office with detailed specifications, submitting detailed equipment and planning documentation, establishing weekly coordination meetings, and protecting existing facilities and project infrastructure.

The document specifies strict requirements for contractor operations, such as protecting existing utilities, maintaining daily cleanup, and managing employee access and parking. The contractor must provide non-potable construction water from a sump upstream of the dam, submit comprehensive equipment lists, and adhere to specific transportation and equipment movement protocols. Additional requirements include installing a project identification sign, providing VHF radios and wireless signal boosters for government use, and ensuring all work areas are neat, protected, and restored to original conditions upon project completion.

1.4 IN-WATER WORK

1.4.1 In-Water Work Periods

The Government has established periods, described as "in-water work periods," coinciding with the annual cycles of fish migration and related allowed maintenance periods. In general, this is a work period that allows for work in the water, on the water, and adjacent to the water where the work might affect fish passage (usually a 50 foot rule from the work site to the water). The in-water work (IWW) period established for this Contract is: July 1 to October 4. All in-water work must be completed during the IWW period and the dates indicated.

1.4.2 In-Water Work Activities

For purposes of this Contract, work items that must be restricted to the IWW period, along with further work restrictions, are described below:

The in-water work window applies to work below the ordinary high water mark (OHWM). Normal construction activities are permitted within 50 feet of the OHWM with the exception of the placement of staging areas and storage of fuel or other chemicals that would adversely affect the water.

Comply with the Washington Department of Ecology (DOE) Water Quality Certificate, see Attachment A5 - USACE Nationwide Permit and WADOE Determination.

1.5 TIME LAPSE CAMERA

Provide a time-lapse video and selection of still images documenting the construction process on the subject Contract. Document all work performed in and around the Sediment Retention Structure by coordinating with the on-site GQAR to position one camera on USACE property. The camera must be operational 10 days prior to commencing site operations. Pictures must be taken every 15 minutes and uploaded to an internet based site daily.

Government personnel must have access to the pictures on the internet based site. Use the resulting images to create at least one video approximately 20 minutes in length. Transmit the finished video through a Government furnished online data portal designated by the Contracting Officer (CO) in Windows Media File format. Coordinate with the CO and Project Engineer for an example of the desired finished videos. Provide a representative selection of approximately 100 print-quality (8 by 10 inch, 300 pixels per inch (PPI) .jpg or .tif format) digital images spanning the Contract work period. The Government will own the rights to all digital files used in the creation of the video(s).

1.6 INCLEMENT WEATHER CONSTRUCTION

The Contractor's schedule must reflect adverse weather days in all weather dependent activities as defined in FAR 52.236-4, PHYSICAL DATA. Protect work areas from inclement weather, wind damage, and precipitation so that no delay in the prosecution of critical work items, or damage to Government property occurs. No time extensions will be authorized for materials, work in place, or equipment damaged due to negligence during periods of inclement weather.

1.7 NOTIFICATION OF EQUIPMENT OUTAGE

Where an equipment outage is required to accomplish the work outlined in this Contract, notify the Government 14 days in advance. This will allow

SECTION 01 10 10.00 25 Page 3 Amendment 0006 the Government to de-energize the equipment for Contractor access.

1.8 WORK BY THE GOVERNMENT CONCURRENT WITH CONTRACTOR WORK

The Government will limit interference with the Contractor's work to the maximum reasonable extent and the Government and Contractor will coordinate as necessary.

1.9 WEEKLY COORDINATION MEETINGS

Weekly coordination meetings must be held between the Contractor and the Government. This meeting will be used to discuss Contractor's safety, Quality Control Program, joint risk management, submittals, deficiencies, Contract administration, schedule, actual progress in the last week, and work planned in the upcoming two weeks. Any work requiring Project support or potential impacts to Project operations or maintenance must be noted.

During the Preconstruction Meeting, the Government will determine responsibility of running this meeting. If the Government elects to run the coordination meeting, the Contractor must provide a two week look ahead, with the previous week as-builts, 48 hours before each weekly meeting to the Government representative. The responsible party must prepare and distribute, by e-mail, the coordination meeting agenda with a two week look ahead no later than 24 hours before each meeting. A meeting time and place will be mutually agreed upon for the same time each week.

Distribute weekly coordination meeting minutes no later than the close of business the next business day.

1.10 CONTRACTOR EMPLOYEES

Ensure that all employees are capable of demonstrating adequate knowledge of tools, supplies, equipment, and techniques necessary to competently perform the work. All personnel employed by the Contractor must be fully qualified in their respective fields to render the services necessary. The Government may require the Contractor to discontinue using any employee in the performance of the work specified in this Contract determined by the Government to be unsatisfactory. Contractor employees will not be permitted to bring guests, family members, or non-employees to the job site at any time.

1.11 ACCESS AGREEMENTS AND WORK AREAS

1.11.1 Access Agreements

a. Submit access procedures to and from the work site after the Contractor, the CO, and the Project's Representative have coordinated and determined the most advantageous access to, and staging of, the Contractor's assets deployed to the work site.

b. The right-of-way for the work (or delivery site) and access thereto will be furnished as stated in this Paragraph subject to mutual agreement between the Contractor and the Government concerning the specific route the Contractor is to use. Such mutual agreement must be reached prior to initiation, construction, or delivery.

c. The existing access roadway and any associated access roads on the Project, must not be closed as a result of construction or delivery activities associated with this Contract unless previously coordinated and approved by the Government. Traffic delays will only be permitted in accordance with the provisions of this Section.

When directed at any time during the progress of the work when space is needed within the right-of-way for other purposes, any part of the grounds that have been in use must be promptly vacated and cleaned up. However, it is not the intent to require the Contractor's plant or material to be removed from an area while such plant, material, or area is still being actively used.

1.11.3 Employee Access and Parking

Contractor's employee private vehicle parking areas must be restricted to the area as agreed upon before construction or delivery.
