About this opportunity

The National Park Service at Mount Rainier National Park is seeking a single contractor to provide comprehensive cleaning and janitorial services for residential housing units across four locations in Washington under Request for Quote (RFQ) 140P8326Q0028. Services will include all labor, supplies, and equipment necessary to clean housing units of varying sizes (ranging from 1-bedroom to 4-bedroom units) with specific time allocations for each unit type, totaling between 1.5 to 3.75 hours per unit depending on size and configuration. The contractor must possess small business certification, maintain an active SAM.gov profile, provide three customer references from the past three years, and demonstrate relevant project experience through detailed questionnaires. Award will be made on a best-value basis considering price, experience, and past performance as approximately equal evaluation factors. The quotation deadline is April 7, 2026, at 12:00 PM PDT, with quotes guaranteed for 60 days from closing, and contractors must submit all documentation including technical capability statements, pricing schedules with hourly rates for seven unit-type categories, and relevant certifications.

This procurement is designated as a 100% small business set-aside under NAICS code 561720 (Janitorial Services) with a $22.0 million size standard, and there is no current incumbent contractor performing these services. The contract structure is firm fixed-price with a base year running from April 13, 2026 to April 12, 2027, plus one optional year at the government's discretion. Mount Rainier typically requests four to six housing units per service call with a maximum of ten units per week, with peak demand occurring February through June and September through December. Services must be provided at four locations: Tahoma Woods and Nisqually in Ashford (Pierce County), Longmire in Longmire (Pierce County), and Ohanapecosh in Packwood (Lewis County), requiring knowledge of prevailing wage rates established by Service Contract Act wage determinations for both Pierce and Lewis counties, and contractors must account for travel time and weather-related chain requirements for mountainous terrain access.
