This is a Statement of Work (SOW) for quarters cleaning services at Mount Rainier National Park (MORA) housing areas. The contractor shall provide cleaning services for housing units located in four areas: Tahoma Woods and Nisqually in Ashford, WA (Pierce County); Longmire in Longmire, WA (Pierce County); and Ohanapecosh in Packwood, WA (Lewis County). Services are required before tenancy (March to June) and after tenancy (August to November), with existing tenants able to request cleaning up to twice annually. The total inventory comprises 28 units at Twoods, 24 at Longmire, 2 at Nisqually, and 27 at Ohanapecosh. The park typically requests four to six housing units per service call, with a maximum of ten units per week. Housing units range from single-bedroom cabins to four-bedroom houses and apartment buildings.

The contract is a firm fixed-price purchase order with a base year running April 13, 2026 to April 12, 2027, plus one optional year (April 13, 2027 to April 12, 2028) at the government's discretion. Cleaning requirements include all rooms (60 minutes), kitchen (60 minutes), bathroom (30 minutes), bedrooms (15 minutes), and final touches (10 minutes), with a completion report (5 minutes) required via email within 4 hours of service completion. The contractor must supply all cleaning materials and equipment, obtain background clearance for all personnel, and return keys upon contract completion. Service requests are placed by one of three designated MORA contacts, with the contractor having three calendar days to confirm availability and seven calendar days to complete work. Invoices are submitted monthly through the IPP.gov portal with line-item detail by housing unit, date, hours, and task code.

Mount Rainier NaƟonal Park Quarters Cleaning Statement of Work

Purpose:

Provide cleaning services to Mount Rainier NaƟonal Park (MORA) Housing Office for housing units in four

(4) housing areas between Ashford, WA located in Pierce County; and Packwood, WA located in Lewis County, Washington State. Services rendered may be a result of necessary cleaning before (Mar to Jun) or aŌer tenancy (Aug to Nov). Services may also be requested by exisƟng tenant(s); but is esƟmated to be limited to no more than twice per year.

Contract type:

Firm fixed-price purchase order over a base year; plus not to exceed an addiƟonal one (1) opƟon at the Government’s discreƟon.

Contract period:

April 13, 2026 to April 12, 2027 Base Year.

April 13, 2027 to April 12, 2028 OpƟon Year #1

Services rendered, esƟmated Ɵme and cleaning tools/solvents:

ALL ROOMS – 60 mins Floors: Swept and mopped, black heel marks removed from vinyl. Clean under refrigerator and stove. Baseboards dusted and scrubbed as needed. Rugs vacuumed under furniture and in corners.

Walls/Doors: Door jams and switch plates cleaned. No fingerprints, tape, nails, tacks, etc.

Windows: Sills dusted and glass cleaned inside.

Light Fixtures: Lamp shades dusted, stands and bases cleaned.

Couches / chairs: Fabric and vinyl cleaned/vacuumed, including under cushions.

Tables: Clean both tops and legs. Clean out drawers.

Tools needed: Broom, mop, vacuum, bucket/water, floor soap, glass cleaner, vinegar, bleach, dusƟng cloths and/or wands.

KITCHEN – 60 mins Cupboards/Drawers: Clean doors and drawers (inside and out). Wipe down shelves and clean handles. Countertops wiped clean. Remove any bags, containers, etc and dispose of them.

Refrigerator: Defrost and clean freezer, shelves, doors (inside and out), drawers. Defrost water removed.

Stove/Oven:

o Outside: Clean sides and top, under burner plates and rings. Move and clean behind stove if possible.

o Inside: All oven cleaner wiped off. Clean drawer and liŌ stove top if possible.

o Fan vents: Wash off all grease and dust.

Sinks: Scoured inside and out; all powder removed. Clean traps. Fixtures wiped.

Microwave: Clean interior and exterior. Move tabletop units and clean underneath.

All trash and recyclables are to be properly deposited. Trash containers cleaned inside and out.

Walls: Clean any food parƟcles and grease from the walls, especially around the stove area.

Floors: Swept and mopped. Remove any black heal marks and food/grease parƟcles.

Tools needed: Broom, mop, bucket/water, floor soap, glass cleaner, vinegar, bleach, dusƟng cloths or wands, and coƩon or microfiber cloths.

BATHROOM – 30 mins Sink, Tub, Showers: Scoured inside and out; all powder removed. Clean walls of shower, base of toilet, shower curtain, traps, and fixtures wipes.

Toilet: Clean all areas including the base. Wipe down the walls next to toilet.

Mirror/Medicine Cabinet: Clean shelves, inside of door and face of mirror.

Install 1 roll of toilet paper in each bathroom.

Tools needed: Broom, mop, water, floor soap, glass cleaner, vinegar, bleach, gloves, and coƩon or microfiber cloths.

BEDROOMS – 15 mins Closets: Everything removed, swept and mopped or vacuumed. Shelves wiped clean.

Dresser/Mirror and Nightstand: Drawers empƟed. Drawers wiped cleaned. Surfaces dusted.

Pull dresser out and clean behind it.

Bed: Bedding removed, head and foot board dusted. Floor swept/vacuumed under bed.

Floors: Swept and mopped, or vacuumed.

Tools needed: Vacuum, dusƟng cloths or wands, and coƩon or microfiber cloths.

FINAL TOUCHES – 10 mins All trash must be removed and disposed of, including plasƟc bags, cans, and newspapers. No items stored in laundry rooms, garages or under porches.

The housing unit should have the thermostat set to 60-degreee Fahrenheit upon exiƟng.

The front & back doors should be locked.

COMPLETION REPORTS – 5 mins Any of the following should be listed in an email to MORA_Housing@nps.gov within 4 hours of compleƟon of cleaning:

o Broken exterior screens o Dirty exterior windows o Burned out bulbs (list the room in which the lamp bulb is not working) o Need for shower curtain replacement/no shower curtain present o Leaks from faucets or toilet o Beeping from smoke or carbon monoxide detectors

Shall include the number of the housing unit and locaƟon (Twoods or Longmire). Include the Ɵme it took to complete the service.

Service locaƟons:

The 4 locaƟons services are likely to be rendered are the Tahoma Woods (Twoods) and Nisqually in Ashford, WA; Longmire in Longmire, WA (both Pierce County); and Ohanapecosh in Packwood, WA (Lewis County) housing areas. A housing unit is defined as a cabin with 1 bedroom, an apartment with 1 to 2 bedrooms, or house that has 3 to 4 bedrooms. Twoods has twenty-eight (28) housing units;

Longmire has twenty-four (24); Nisqually has two (2); and Ohanapecosh has twenty-seven (27) housing units. At any given Ɵme, the park may request up to ten (10) housing units to be cleaned per week, but

AddiƟonal details:

Trash and recycling can be deposited in the designated trash collecƟon sites at each housing area except Nisqually. Trash and recycling at Nisqually will be deposited at Twoods housing area or Longmire.

All cleaning supplies and solvents shall be provided by the contractor. The contractor shall not use cleaning equipment provided by MORA for tenants’ use.

A key will be provided to the contractor, requiring a background of the contractor’s personnel who will be providing services. All personnel providing services on MORA property shall be required to saƟsfactorily complete a background check in order to receive a key. The key will be returned to the Park when the contract period of performance ends and before final payment is approved.

Major maintenance issues can be reported by calling 360-569-6232 from Mon to Sat between 8:00 AM and 5:00PM year-round. Maintenance issues outside of those hours—and all law enforcement concerns—can be reported by calling MORA dispatch at 360-569-6600.

Servicing Ɵmeline:

The contractor shall have three (3) calendar days from receipt of request by email, to confirm availability to complete the work. The contractor shall document acceptance of work by email. The contractor then has up to seven (7) calendar days from sending the email accepƟng the work assignment to complete the work. (Example: MORA can request on Mon, Apr 6. Contractor should accept/reject work request by Thu, Apr 9. If accepted, work should be completed on or before Thu, Apr 16.

Invoicing Ɵmeline:

PDF invoice copies shall be submiƩed through hƩps://www.IPP.gov by the last day of each month for the preceding month (i.e., Jan 31 for services rendered between Jan 1 and 31). Each housing unit, the date of service rendered and total hours for the respecƟve housing units should be listed line by line and task (0010, 0020, etc.) on the invoice.

Commented [CJ6R5]: @Waterworth, Sarah the only M4 key we could give them is in Maggie's possession. It is a master not submaster. We could give them lockbox access for Twoods just for the housing key, but it's behind a dgm4x contractor key door and gate., so a DGM4x would have to be issued. This could potenƟally get them in different gates around the park, as they are being using for other contractors. Longmire's Lockbox is behind a dgm1 lock on the Macey door. I don't remember anything in RM9 about background checks its more SOP for LE. I would assume it's the same policy we use for backgrounds for other contractors/ volunteers.

Housing units L108, L128, L129, L006 (Community Building) are 2-bedroom houses with 2 bathrooms.

Housing units L109, L110, L113, L114, L115, L117, L118, L119 are 3-bedroom houses with 2 bathrooms.

Housing units L116, L131, L132 are 4-bedroom houses with 2 bathrooms.

Housing units L136 is a duplex with 2 bedrooms each.

Housing units L120, 121, 122, 124 are 1-bedroom cabins with 1 bathroom.

All other housing units shown are 3 bedroom houses.

Total: 17 buildings, 21 housing units, 73 bathrooms

AƩachment 4 Ohanapecosh Housing Area

DirecƟons to housing unit area: 206 Ohanapecosh, Randle, WA 98377 – Enter park property from WA- 123, and turn leŌ aŌer about 50 yards to enter housing area.

O130 is a 2 “plex” house (2 housing units) with 2 bedrooms and 2 bathrooms each.

O107 is a single housing unit as a 3-bedroom house with 2 bathrooms.

O115 and O116 are apartment buildings with 12 housing units—five 2-bedroom units and seven

1-bedroom units. One-bedroom apartments have 1 bathroom; 2-bedroom apartments have 2 bathrooms.

Totals: 4 buildings; 27 housing units and 43 bedrooms
