The contractor shall furnish all supplies, materials, and equipment subject to COR approval and must implement sustainability and energy/water-saving practices, including employee training on these activities. The government reserves the right to conduct periodic cleaning supply checks, and the COR will notify the contractor of any government employee sensitivities to products, requiring the use of alternative products when available.

Chemical Product Materials An initial chemical product list shall be submitted to and approved by the COR prior to the start of work.
If Contractor elects to use an alternative cleaning/chemical product that does not adhere to
Section 5.0 Cleaning/Chemical
Product Regulations, then
Contractor shall submit a materials certification to be approved by
COR.
* It should be noted that the
Government reserves the right to conduct periodic cleaning supply checks. If Contractor does not notify Government of alternative products used, then appropriate documentation and action will follow.

CLEANING/CHEMICAL PRODUCT REGULATIONS
Sustainability and Energy Savings: The government has implemented a number of sustainable practices and processes throughout its facilities. The contractor in its role as the janitorial supplies and services provider can have a substantial impact on the level of sustainability and energy/water usage. The following listed is the minimum level of participation by the contractor with sustainability and energy/water saving practices for work performed –
• Materials, products, supplies, and equipment shall support sustainability, energy efficiency, and/or water economy to the maximum extent possible consistent with economical and effective janitorial activities.
• Contractor work practices shall identify specific activities performed by its personnel that support sustainability and energy/water use economy.
• Each of the Contractor’s employees before beginning a work assignment, shall receive training on the sustainable and energy/water saving activities.
Contractor Furnished Supplies: The Contractor shall furnish all equipment, supplies, cleaning solutions, powders, and other incidentals necessary to perform work under the contract. Contractor furnished supplies shall include, but is not limited to non-slip floor wax, germicidal detergents, spot cleaners for rugs, wall cleaners, and glass cleaners necessary to perform the contract.
Chemical Products: The Contractor must comply with the Federal Acquisition Regulation to provide biobased products. All custodial cleaning products required in the performance of this SOW shall be biobased and meet as a minimum, Green Seal Product Standards (http://greenseal.org). Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum biobased content standards as listed below:

Biobased Product Certification Background: Congress passed a law to encourage the purchase of biobased products: The Farm Security and Rural Investment Act, Section 9002. Federal agencies must purchase designated biobased products and will establish agency preferential procurement programs for such products. Benefits of biobased products are to: enhance the nation’s energy security by substituting domestically produced biobased products for fossil-fuel-based products derived from imported oil and natural gas; improve demands for biobased products to increase demand for agricultural commodities, which are the feedstock of biobased products; spur the development of value added agricultural processing and manufacturing in rural communities, which would create new jobs and income in rural regions; and establish an healthier environment for users.
Biobased Products to Be Provided by the Contractor: The following is a list of products USDA requires for custodial purposes. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications. Labeling should be printed on all containers. The products must meet the required content levels as stated in the USDA Final Rule for that item.

Alternative Chemical Products: The Contractor shall adhere to the biobased products described above. If the Contractor elects to use an alternative cleaning/chemical product, then a materials certification must be submitted to the COR for approval (See Section 4.1 Deliverables Table for more information).
Chemical Product Inventory: The Contractor shall maintain the smallest possible inventory of chemical products as necessary to meet immediate needs. All chemical containers will have the appropriate label, tag or marking prominently displayed that indicated the identity, safety and health hazards. The label used to identify the product must be identical to the product name on the Safety Data Sheets
(SDS). Portable containers which contain a small amount of chemical need not be labeled if they are used immediately during that shift, but must be under the strict control of the Contractor employee using the product.
• The inventory shall include the following:
• Name of the Manufacturer:
• Brand Name:
• Intended Use:
• Chemical Trade Name:
• Quantities stored on-site and locations of storage area
• Copies of the product Safety Data Sheets (SDS)
• The inventory shall be updated whenever products are added or removed from use.
Additional Note: The COR will be made aware of any Government employee’s sensitivities or negative reactions to cleaning/chemical products and shall notify the Contractor. The Contractor shall use a different cleaning product if available or not clean around the impacted Government employee while they are in the area.
Non-Chemical Products: All non-chemical products proposed for use under this contract whether furnished by the Government or the Contractor must conform to the Environmental Protection
Agency (EPA) Comprehensive Procurement Guidelines (CPG):

(recycled) content, if the products are CPG designated items. Requirements for bathroom tissue, paper towels and trash bags are explicitly stated below:
• Bathroom Tissue – The bathroom tissue must contain at least 20-100% recovered fiber, including at least 20-60% post-consumer fiber.
• Paper Towels – The paper towels must contain at least 40-100% recovered fiber, including at least 40- 60% post-consumer fiber.
• Plastic Trash Bags – The plastic trash bags must contain at least 10-100% post-consumer content.
• For non-chemical products that are not CPG-designated, it is desirable for those products to meet the desired objective (e.g., ability to clean effectively) and contain the highest-possible amounts (by percentage) of recovered material(s) and postconsumer content, unless specific content requirements are set by the Forest Service.

Supplies, Material and Equipment to be provided by the Contractor: Unless otherwise specified herein, the Contractor shall furnish all supplies, materials and equipment necessary for the performance of work under this contract. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies, materials and equipment to be used in the performance of work described herein are subject to approval of the Contracting
Officer’s Representative (COR).
