About this file
This is a federal construction specification document for stone masonry veneer and earthmoving work on a National Park Service (NPS) project. The document details material requirements across three primary work categories.
For stone masonry veneer (Section 044313), contractors must source stone from quarries outside the park, with the Contracting Officer Representative (COR) providing available quarry information. Stone must meet ASTM C1528/C1528M recommendations and maintain average densities around 2200 kg/m³ (2.2 g/cm³). Stone sourcing is restricted to NPS-approved weed-free rock quarries, with color comparison samples provided by NPS from the project site. Contractors must submit sample submittals for Project Manager review and approval, with Attachment Q containing the list of approved sites for Fiscal Year 27.
For earthmoving work (Section 312000), gabion basket rock must be angular, hard, durable stone from a quarry or cut, free of organic and spoil material, and resistant to weathering and water action. Rock must not have rounded surfaces and must conform to specific standards: Durability Index (Course) AASHTO T 210 minimum 50, density of filled basket minimum 100 lb/ft³, and gradation with breadth and thickness at least one-third of length. Gabion baskets must be sourced from NPS-approved weed-free quarries with contractor-provided sample submittals for approval. The specification clarifies that gabions are not structurally load-bearing but serve as façade elements with random hand-dropped placement acceptable. For stabilized slopes and reclaimed materials sourced from the project site, materials must contain no muck, roots, frozen material, peat, organics, or frost-susceptible aggregates, with non-standard minimal grouting and mortar application permitted to maintain the current site appearance.

SECTION 044313
STONE MASONRY VENEER
PART 2 PRODUCTS
2.01 STONE
A. Stone, General: See recommendations in ASTM C1528/C1528M.
B. Stone to be sourced from a quarry outside the park. COR will provide information on available quarry.
C. Stone average densities will be around 2200 kg/m3 (2.2 g/cm3).
D. Sourced from NPS Approved Weed Free Rock Quarry or supplier – Color comparison samples will be provided by NPS from the site. Once sourced, the contractor will provide samples submittals for review and approval to the Project Manager. See Attachment Q for list of approved sites for FY 27.
SECTION 312000
EARTH MOVING
2.03 GABION BASKET ROCK:
A. Furnish angular stone from a rock quarry or cut that is hard, durable, free of organic and spoil material, and resistant to weathering and water action. Do not use crushed river or rock with rounded surfaces. Conform to the following:
a. Durability Index (Course), AASHTO T 210 50 min
b. Density of a filled basket 100 lb/ft3 min
c. Gradation: Furnish rock with breadth and thickness at least one-third its length, average densities of that rock will be around 2200 kg/m3 (2.2 g/cm3).
d. NPS Approved Weed Free Quarry List–or supplier that is approved by NPS Color comparison samples will be provided by NPS from the site. Once sourced, the contractor will provide samples submittals for review and approval to the Project Manager. See Attachment Q for list of approved sites for FY 27.
e. Sample of stacked gabions will be required for approval
RECLAIMED STONE, GRAVEL SURFACING FILL AND BACKFILL:
A. Sourced from the project site, and contains no muck, roots, frozen material, peat, organics, or other frost susceptible aggregate materials.
a. Furnish angular stone from a rock quarry or cut that is hard, durable, free of organic and spoil material, and resistant to weathering and water action. Do not use crushed river or rock with round surfaces.
Conform to the following:
b. Durability Index (Course), AASHTO T 210 50 min
c. Density of a filled basket 100 lb/ft3 min
d. Gradation: Furnish rock with breadth and thickness at least one-third of its length.
e. Sourced from NPS Approved Weed Free Rock Quarry List or supplier that is submitted for approval. – Color comparison samples will be provided by NPS from the site. Once sourced, the contractor will provide samples submittals for review and approval to the Project Manager. See Attachment Q for list of approved sites for FY 27.
Stabilized Rock Area and Gabions
A. Rock Gabions were not intended to be dropped in not hand stacked, same as all other gabions. Gabions were intended to be random, hand dropped filled, not hand stacked by masons in the structural fashion. These gabions are not designed to be structural load baring; they are intending on the foundation to be anchors and the side wall gabions only a façade. Random drop placement is acceptable.
B. Stabilized Slope and gabion rock loading- Stabilized slope is to be hand dropped, placed, but not masonry. Use materials already at site, in the pattern or look at that is currently in place. Grouting options will be considered and would be considered minimum and not to a masonry standard- Gabions were intended to be random, hand dropped filled, not hand-stacked by masons of in that fashion.
C. The Current rock in place will drop and remain similar to current look on the stabilized slope. Material on site is to be used; Mortar is not standard masonry.
