About this file
This is Amendment 0001 to Solicitation 140PP027R0015, issued by the National Park Service (NPS) ConOps West 1 in Denver, Colorado, with an effective date of November 2, 2026. The amendment addresses the demolition and construction of climbing facilities at Camp Muir in Mount Rainier National Park (MORA). The contract is a firm fixed price engagement administered by Juan Roman, with contracting support from Janet Milson and a Contracting Officer's Representative (COR), Josh Boisvert.
The amendment includes three questions and answers that clarify key proposal requirements: (1) prime contractors cannot count subcontractor experience as their own and must demonstrate up to three relevant projects of their own; (2) when multiple subcontractors are used, the site superintendent must be a W-2 employee of the prime contractor; and (3) the Notice to Proceed date referenced in the solicitation was corrected from September 1, 2026, to an estimated date of February 1, 2027, with a performance period running from January 15, 2027, through January 14, 2028. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing the required form items and returning it, acknowledging receipt on each copy of the offer submitted, or sending a separate letter or electronic communication with references to the solicitation and amendment numbers, or risk rejection of their offer.

QUESTIONS AND ANSWERS:
1. For Section L Factor 1, may the offeror identify a proposed subcontractor's relevant general-contractor projects as team experience, clearly attributed to that firm, when the prime has no equivalent project history? Or must the prime itself have the stated history?
Answer: Under Section L - Page 43: The Offeror
(Prime) should provide up to three (3) projects that are relevant to this requirement. Your firm cannot count the sub-contractor's experience as your own. The sub-contractor could have been a part of the projects the
Prime was involved in.
2. Section G refers to a W-2 prime superintendent when multiple subcontractors are used. Please confirm whether that person must be an existing employee at proposal submission or may be a named proposed direct hire for performance.
Answer: Under Section G - Page 10 - When multiple sub-contractors are used the site superintendent needs to be an employee of the
Prime Contractor. The Prime contractor pays the salary of said superintendent, hence (W-2).
3. The construction schedule refers to a
September 1 notice to proceed. What start assumption and alpine access window should bidders use for the December 10 offer?
Answer: Under Section L - Factor 2 - Page 43:
The statement to assume the Notice to Proceed date of September 1, 2026, is an error on the contract. The correct date should be an estimate date of February 1, 2027.
