About this opportunity
The Department of Agriculture Forest Service is soliciting construction services for embankment stabilization along Forest Road 76 at the Monongahela National Forest in West Virginia, with sealed bids due May 28, 2026. This is a Total Small Business Set-Aside under NAICS 237310 with a $45 million size standard, foreclosing competition outside that category.
Work is performed at two sites: Site 1 in Nicholas County and Site 2 in Webster County, West Virginia. The scope includes constructing three soldier pile and concrete lagging retaining walls, removing and installing drainage culverts, removing and resetting existing guardrails, dewatering stream channels, placing riprap along streambanks and in-stream, regrading stream channels, reconstructing and regrading portions of Forest Road 76, and installing rebar and non-shrink, high strength grout along existing bridge abutment foundations. All work must be completed by October 21, 2026, with performance commencing within 14 calendar days of notice to proceed.
This is an Invitation for Bid with award based on lowest priced, responsible, responsive offer on a firm fixed-price basis. The Schedule of Items contains 36 line items across both sites, ranging from mobilization and site survey through concrete lagging, H-pile installation, riprap placement, culvert work, and temporary traffic control. Bidders must submit SF1442, acknowledgement of amendments (including Amendment 0001 incorporating FAR 52.222-90 and AGAR 452.203-72 as of April 27, and Amendment 0002 scheduling the May 13 site visit at Gauley Ranger Station), completed Schedule of Items with pricing, and a bid bond of 20 percent of bid price or $400,000, whichever is less. Performance and payment bonds are required within 10 days of award. Minimum insurance includes workers' compensation with $100,000 employer's liability, general liability of $500,000 per occurrence, and automobile liability of $200,000 per person/$500,000 per occurrence. Work is subject to Davis-Bacon prevailing wage rates effective January 2, 2026, covering Logan, Monroe, Nicholas, Pocahontas, and Webster Counties, and must comply with FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects.
