About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to provide monitoring of threatened and endangered species (TES) and control of invasive species at seven USAG Japan facilities located on Honshu Island. The contractor must monitor 86 target species across multiple classifications using observation, trapping, auto-photography, and line-transect surveys, while controlling 15 invasive species through hand-pulling, trapping, netting, and mechanical methods—chemical and biological control methods are prohibited. Key qualifications include a contract manager with English proficiency, supervisory biologists holding Japanese Taxonomic Proficiency Test certifications and hunting licenses, and field crews with minimum three years of relevant experience. Evaluation will be based on price fairness and reasonableness (total evaluated price), past performance capability regarding Performance Work Statement requirements, and other relevant information from sources such as CPARS and PPIRS. All proposals must be submitted by March 13, 2026, at 1:00 PM local time via email to keiko.osawa.jp@us.af.mil and loren.farnam.3@us.af.mil in Microsoft Word, Excel, or Adobe PDF formats.

This acquisition is unrestricted with no set-aside for small business, and no incumbent contractor is identified in the solicitation documents. The contract is structured as a firm fixed-price, Requirements Type Contract with two line items (CLINs 0001 for TES monitoring and CLIN 0002 for invasive species control), covering a five-year performance period from April 1, 2026, through March 31, 2031. Offerors must provide annual pricing for each line item across all five years using the pricing exhibits provided. The place of performance is seven installations across Japan, including Camp Zama, Sagami General Depot, Sagamihara Family Housing Area, Yokohama North Dock, Kawakami Ammunition Depot, Akizuki Ammunition Depot, and Hiro Ammunition Depot. Contractors must possess all licenses and qualifications required in Japan, submit proposals in three parts (Summary and Miscellaneous Data, Pricing Exhibit, and Past Performance), and account for Japanese bank transaction fees of approximately YEN735 per Electronic Funds Transfer transaction in their pricing.
