About this file
This is a Notice to Offerors memorandum issued by the Department of the Air Force 374th Airlift Wing on 26 February 2026 to supplement Solicitation FA520926Q0009 for "Monitoring of Threatened and Endangered Species and Control of Invasive Species for Critical Habitat Management at USAG Japan Facilities." The memorandum provides supplemental information and administrative guidance to prospective offerors and does not contain specific product or service requirements, response dates, or pricing terms.
The memorandum establishes points of contact for contractor inquiries, with Ms. Keiko Osawa serving as the Contract Specialist (Commercial: 042-551-6120, 042-552-2511 Ext. 5-8134; keiko.osawa@us.af.mil) and Mr. Loren E. Farnam as the Contracting Officer (Commercial: 042-551-6120, 042-552-2511 Ext. 5-9859; loren.farnam.3@us.af.mil). The notice requires offerors to include CAGE/NCAGE codes on their submissions and recommends System for Award Management (SAM) registration prior to award. A critical provision addresses payment via Electronic Funds Transfer (EFT) to Japanese bank accounts, noting that accepting banks will charge a transaction fee of ¥735 (subject to change) per transaction, which the U.S. Government will not reimburse; offerors using Japanese bank accounts must account for this fee in their pricing. The full text of incorporated clauses and provisions is available electronically at Acquisition.Gov.
