About this opportunity

The Department of the Air Force, Pacific Air Forces, through the 356th Expeditionary Theater Support Group at Andersen Air Force Base, Guam, is soliciting quotations for a Blanket Purchase Agreement (BPA) for bioenvironmental services, with questions due November 10, 2026 and quotations due November 17, 2026. The acquisition is a Total Small Business set-aside under NAICS 561710 and PSC S207.

The scope covers biosecurity inspections, chemical pesticide treatments, and post-treatment certification on deployable military equipment, vehicles, and assets. Place of performance is Guam, and treatment stations will be established at designated locations on Andersen Air Force Base, Tinian, and Saipan, with services provided across Guam and the Commonwealth of the Northern Mariana Islands. The ordering period runs three years, from November 20, 2026 through November 19, 2029, with a total duration not to exceed three years and six months.

The contractor must furnish all personnel, labor, vehicles, supervision, tools, personal protective equipment, and application equipment. Pesticides must be EPA-registered and DoD-approved, with a minimum seven-day efficacy warranty from the date of application. The contractor must mobilize within 96 hours of formal notification, and must respond to RFQs within 24 hours or the government will select the next contractor. Work follows a five-phase workflow split between Government cleaning and inspection and contractor pesticide application and warranty re-treatment. Treated materiel must clear U.S. Customs and Border Protection and Partner Nation quarantine inspections. The contractor must keep digital records of all services, dispose of hazardous waste at permitted off-base sites, and maintain disposal records for three years. Government sponsorship of Defense Biometric Identification System credentials is provided for qualified contractor personnel. The BPA must remain registered in SAM.gov throughout its tenure.

The RFQ letter sets a ceiling of $350,000.00 and a maximum call amount of $350,000.00. All CLINs are firm-fixed-price, priced at pre-priced annual rates in Attachment 2. Offered pricing must be as low as or lower than that charged to the offeror's most favored customers for comparable services. Invoices are submitted monthly through Wide Area WorkFlow, with payment through DFAS. Either party may cancel with 30 calendar days' written notice, and pending calls must be completed under existing terms.

The notice's Due Date field lists November 16, 2026, while the RFQ letter sets quotations for November 17, 2026 at 11:00 A.M. Chamorro Standard Time. Submit questions to michael.dekker@us.af.mil and 356ETSG.CONS.Team@us.af.mil, and submit quotations to 356ETSG.CONS.Team@us.af.mil. The contracting officer is Michael Dekker.
