About this opportunity

The Department of the Air Force Pacific Air Forces, through the 673d Contracting Squadron, is soliciting quotations for Windows 11 technology upgrades to the D-21 Alarm Reporting System at multiple facilities across Joint Base Elmendorf-Richardson (JBER) in Alaska. This is a sole-source Request for Quotation (RFQ) issued under FAR Part 12 as commercial item procurement, solicitation number FA5000-26-Q-0016, directed exclusively to Monaco Enterprises, Inc., based on the proprietary and exclusive nature of the D-21 system software. The contractor must furnish all personnel, equipment, supplies, and materials necessary to complete the upgrades, including CPU replacements, software installations, network switches, monitoring equipment, and system configuration in accordance with the Statement of Work dated April 25, 2025. Award will be based on two evaluation factors: price (subject to fair and reasonable pricing analysis) and technical acceptability, with technical literature required to meet minimum RFQ and SOW requirements to be rated acceptable. The deadline for submission of written questions is April 24, 2026, at 4:00 p.m. AKST, with quotation responses also due by the same date and time.

This acquisition is not designated as a small business set-aside, and Monaco Enterprises, Inc., is the sole targeted contractor based on prior similar awards under contracts FA500012F0022, FA500023F0067, and FA500024F0099. The specific dollar value has been redacted in available documents, though fair and reasonable pricing was established through comparison with benchmarks including a Tinker AFB quote, GSA contract pricing, and an Independent Government Cost Estimate approximately 1.4 percent higher than Monaco's preliminary quote from December 16, 2025. Work encompasses installation across eleven facilities including five fire stations, logistics warehouse, emergency operations centers, base communications building, and security forces dispatch centers, requiring delivery and completion within 360 calendar days from receipt of order. Key hardware components include 15 CPU replacements, 13 network switches, 11 RDC III units, and multiple monitors and KVM equipment distributed throughout the specified locations. Performance will take place at Elmendorf AFB, AK 99506, with inspection and acceptance occurring at both the contractor's facility and the destination site, and payment to be processed through the Wide Area WorkFlow (WAWF) system.
