Summary: Justification for Other Than Full and Open Competition
This is a Department of the Air Force Justification for Other Than Full and Open Competition document approving a sole source award to Monaco Enterprises, Incorporated (MEI). The 673rd Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska is awarding a firm-fixed-price purchase order for Windows 11 technology upgrades to MEI's D-21 Alarm Reporting System. The acquisition is valued at a redacted amount and will be procured using 3400 appropriations with a performance period of no later than 360 days after receipt of order. The justification is made on an individual basis under the authority of 41 USC 1901, citing that only one responsible source exists and no other supplies or services will satisfy agency requirements due to the proprietary nature of MEI's software and exclusive system ownership.
The required supplies include D-21 central processing units with Windows 11 configuration, repair kits, software upgrade licenses, monitoring equipment, networking switches, fiber modules, cabling, and miscellaneous installation materials for deployment across eleven facilities at JBER including five fire stations, security forces, and emergency operations centers. Market research determined no competing vendors can fulfill the government's need given MEI's exclusive software ownership and lack of third-party authorization to modify the system. The contracting officer determined the acquisition is commercial in nature under FAR Part 12 procedures, with prior similar contracts awarded through FA500012F0022, FA500023F0067, and FA500024F0099. Fair and reasonable pricing was established through comparison with a Tinker AFB quote for similar Windows 11 upgrades, GSA contract #47QSWA19D003J pricing, and an Independent Government Cost Estimate that was approximately 1.4% higher than MEI's preliminary quote dated December 16, 2025.

In accordance with (IAW) Class Deviation 2026-O0028 Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12, Defense FAR Supplement (DFARS) Part 212 and Subpart 212.001-70 (b), the contracting officer has determined that the Windows 11 technology upgrade for the D-21 alarm reporting system is commercial in nature based on the following findings:
a. Prior use of Federal Acquisition Regulations (FAR) Part 12 procedures, including FA500012F0022, FA500023F0067 and FA500024F0099.
b. Per RFO 2.101, a commercial product is defined as a product, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes and has been sold, leased, or licensed to the general public.
c. In a sole source justification memo, provided by Monaco Enterprises, Inc., dated 23 Sept 2025, the representative states that Monaco has supplied over 300 Government and civilian sites worldwide, including industrial complexes, colleges and universities.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
41 USC 1901, Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Monaco Enterprises, Inc. is a highly specialized manufacturing and installation company with experience in radio based fire, security and mass notification systems for over 40 years. They have supplied radio alarm systems to over 300 U.S. Government and civilian sites worldwide, including the system currently used by the JBER Fire, Security and Life Safety Equipment (FE&S) Flight. The Monaco fire alarm detection transceiver systems are used throughout JBER to transmit and receive all fire alarms to the emergency E-91l communications center. Monaco systems are also used for response crew alerting and incident command and control. The current value of the Monaco system installed on JBER is estimated at and is primarily comprised of proprietary software developed by MEI, which is then licensed directly to end users. Allowing an unauthorized vendor to modify the system would void the warranty associated w/ the system.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Market research has determined that there are no other businesses capable of fulfilling the Government's need due to the proprietary nature of the product being acquired. A combined Synopsis/Solicitation will be posted to the GPE at www.SAM.gov as required by RFO 5.101 and any prospective offerors are encouraged to respond should their products/services fulfill the requirements of the SOW and this justification.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
IAW RFO 10.001 Market Research, the following findings are considered:
1. A search of FPDS-NG was made under "Monaco"; "Dept. of Air Force"; Contracting Office "FA5000" & "FA5004"; which resulted in 81 contract actions since 2005. Three contracts (1 from JBER and 2 from Eielson AFB) with similar scope and obligation amounts were Awarded between 2008-2014, but due to the more than 10 year gap, are not suitable comparisons for determining PFR. However, it should be noted that two (2) were sole source (ref: FA500408F0043 - $649,567.99, FA500012F0022 - $474,262.57 and FA500414F0016 - $382,813.93).
2. A quote was provided to Tinker AFB for similar products including Windows 11 upgrades to their D-21 Alarm Reporting System on August 8, 2025. After review and comparison of their pricing schedule to the pricing provided to JBER, many line items, including equipment and technical services are identical costs (ref:
Tinker AFB_Monaco Quote).
3. The quote was compared with current price lists already established on Monaco GSA contract #47QSWA19D003J. While this requirement is considered 'open market' due to the number of items listed that are not on Monaco's GSA schedule; the vendor has still honored their schedule costs for those items that are listed.
4. The quote will be compared with the IGCE. The IGCE, provided by of JBER Fire & Emergency Services, is or 1.4% more than the preliminary quote submitted by Monaco Enterprises, dated 16 Dec 2025.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
While other companies provide similar products and services, MEI retains exclusive ownership of the software in use on JBER and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing MEI D-21 fire alarm system on the Installation. Per Monaco System Sales Specialist, , "while other equipment may be able to meet the customer's required technical specifications, it has not been verified to be compatible with the existing Monaco System for the specified integration request. Therefore, no other products from other manufacturers would offer the same functionality."
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The Government will continue to survey MEI to inquire about other equipment compatibility with existing systems, as well as other market solutions to meet the government's need. Additionally, business outreach will be conducted to allow vendors an opportunity to showcase superior solutions that may meet the Government's need as the environment and mission set continue to evolve.
