About this opportunity

The U.S. Army Corps of Engineers, Fort Shafter, Hawaii, soliciting on behalf of U.S. Army Garrison, Hawaii (USAG-HI), seeks a single-award IDIQ contract for full-service mold remediation and hazardous materials abatement services, with quotes due May 20, 2026, at 11:00 AM Hawaii Standard Time. Amendment 0002, effective May 19, 2026, removed option years from CLINs and extended the due date from May 15 to May 20.

This is a WOSB set-aside, non-competitive procurement. Place of performance is USAG-HI installations on the Island of Oahu, Hawaii. The contractor must complete all standard mold remediation projects within seven calendar days from initial response through final clearance certification. Required services include pre-remediation assessment and testing within 24 hours of notification, containment establishment, removal and cleaning of contaminated materials (including Asbestos-Containing Materials and Lead-Based Paint), moisture control, independent post-remediation verification, and minor non-structural restoration and repairs. All work must comply with IICRC S520 Standard for Professional Mold Remediation and EPA, OSHA, and Hawaii Department of Health requirements.

The procurement is NAICS 562910 (Remediation Services), $25 million size standard, PSC F108. Contract line items cover pre-remediation assessments, hazmat and lead abatement across varying square footage categories, and repairs (CLINs 0025 and 0026 are not separately priced). Period of performance is May 23, 2026, through May 22, 2027, with up to four one-year option periods through May 22, 2031, plus a six-month extension option. All pricing is firm fixed-price except repair CLINs, which require individual quotes within three business days of task order issuance.

Evaluation weighs technical acceptability and price. Technical acceptability requires company certifications (EPA Lead-Safe, IICRC AMRT and WRT, Hawaii DOH Asbestos, OSHA respiratory protection and hazard communication), demonstrated management capability for concurrent high-volume task orders, and at least two relevant projects completed within the prior three years. The contractor must assign a Project Manager with a baccalaureate degree or five years of relevant experience, available during standard hours (0700–1600) and responding to emergencies within two hours. All contractor personnel require appropriate certifications and state licenses. Award will be made to the technically acceptable quoter offering the lowest evaluated price. Questions were due May 14; clarifications appear in Attachment 0006.
