This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) dated May 14, 2026, issued by the U.S. Army Corps of Engineers Directorate of Contracting at Fort Shafter, Hawaii.

The amendment modifies solicitation W912CN26QA028, a firm-fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for mold remediation and hazardous material abatement services at Fort Shafter. Key changes include removal of FAR Clause 52.212-5 and updates to Clauses 52.216-19, 52.212-2, and 52.212-1 proposal submission requirements. The solicitation incorporates extensive FAR clauses for commercial products and services, including requirements for small business subcontracting plans, service contract labor standards, employment eligibility verification, and various compliance and ethics requirements.

Quotations are due by May 15, 2026, at 4:00 PM Hawaii Standard Time, submitted electronically via SAM.gov or email to Contract Specialist Shirl Rivera and Contracting Officer Jacob Kamelamela. Questions are due by May 14, 2026, at 8:00 AM HST. Evaluation criteria include technical acceptability (company certifications, technical approach, and relevant work experience demonstrating at least two similar projects from the past three years) and price. Award will be made to the responsible offeror whose technically acceptable quotation is most advantageous based on price. Complete pricing for all contract line items is required, with all options priced. CLIN 0025 and 0026 are not separately priced. The contract includes a six-month option to extend services and allows up to 60 months total duration including optional extensions.

A complete quote must be received to be considered for award. Quotes that fail to address all requirements or follow all instructions will be considered non-responsive and may be ineligible for contract award.

The Government intends to award a Firm-Fixed-Price IDIQ contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation is most advantageous to the Government as defined in the 'Evaluation Factors for Award' Section below. A complete quote includes a response and submission to each of the following:

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

Addendum to FAR 52.212-2: Evaluation Factors for Award

The Government intends to award a firm-fixed-price IDIQ contract resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation requirements and is determined to represent the technically acceptable quotation that is most advantageous to the Government considering technical acceptability, price, and other information available to the Government, including past performance information obtained from CPARS or other sources.

Award will be made to the responsible quoter whose technically acceptable quotation is most advantageous to the Government based on price.

The following factors shall be used to evaluate quotes:

Factor 1 - Technical Acceptability

Factor 2 - Price

For an Offeror to be considered for award, the quote must receive an "Acceptable" rating for the non-price factor of Technical Acceptability (which includes work experience). A quote receiving a rating of "Unacceptable" will not be eligible for award.

Factor 1 - Technical Acceptability

The Government will evaluate the Offeror's Technical Acceptability Submission on an "Acceptable" or "Unacceptable" basis. To be rated the quotation must clearly demonstrate all of Acceptable, the following:

A. Certifications: Possession of all required company-level certifications and identification of key personnel who hold all mandatory technical certifications described in PWS Section 2.1.11.

B. Technical & Management Approach: A feasible and logical plan that addresses the 7-day completion timeline and demonstrates the capacity for executing high-volume task orders concurrently.

C. Work Experience: Submission of at least two (2) relevant work experience examples from the last three (3) years that demonstrate successful performance of similar mold and hazardous material remediation projects.

Failure to clearly demonstrate compliance with any of these requirements will result in the quotation being determined technically unacceptable and ineligible for award.

Factor 2 - Price

The Government will evaluate the total proposed price for completeness and to determine if it is fair and reasonable . Price will not be scored, but an offer may be rejected if IAW FAR 12.204(a) the price is determined to be unreasonably high or low, which may indicate a lack of understanding of the requirements. "CLIN 0025 an 0026 (and Option CLINs x025 and x026) are Not-Separately- Priced and are excluded from the total evaluated price. Offerors shall not provide pricing for these CLINs."

Completeness. Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs and the associated option periods that the Quoter identifies in their quote.

Unbalanced Pricing. The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.

Options. As part of the price evaluation, the government will evaluate the Option to Extend Services under FAR clause 52.217-8 by adding one-half of the Quoter's final option price to the Quoter's total price. The final award evaluation will include the base year, all option years, and the six (6) month FAR 52.217-8 clause option.

Total Evaluated Price. Except when it is determined in accordance with FAR 17.202 not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the total price for all option periods, as contained in FAR 52.217-9, Option to Extend the Term of the Contract and FAR 52.217-8, Option to Extend Services, to the total price for the basic requirement period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced in relation to level of effort required. Evaluation of options shall not obligate the Government to exercise the options(s).

Responsibility Determination (Not an Evaluation Factor)

Prior to award, the Government reserves the right to conduct a responsibility determination in accordance with . As part of this determination, the Government may review past FAR Subpart 9.1 performance information for the apparent successful offeror from sources such as CPARS and the Supplier Performance Risk System (SPRS) to assess performance risk. An offeror without a record of relevant past performance will not be evaluated favorably or unfavorably.
