Questions and Answers
Question 1: PWS Section 4.3 says an asbestos inspection report would be provided before the solicitation. It is not among the posted attachments. Can you provide it, or confirm none exists?
Answer 1: The Government has located a February 2012 Comprehensive Asbestos Survey that includes the project facility, identified as the Fire Cache/Administrative Building. The survey will be provided as an attachment to the solicitation amendment.
Because the 2012 survey does not address every material anticipated to be disturbed under the current mold-remediation scope, the Government will also obtain a supplemental, affected-area asbestos inspection. The supplemental report will be provided to the Contractor before intrusive work begins.
Offerors shall not include asbestos inspection, testing, or abatement in their proposed prices. If the supplemental inspection identifies asbestos-containing material that affects the scope, schedule, or performance requirements, the Government will address it through an appropriate solicitation amendment or contract modification before the affected material is disturbed.
Question 2: Insurance: PWS Section 10 states that insurance requirements will be established in the solicitation. Please provide the required coverages and minimum limits.
Answer 2: The Contractor shall maintain the following insurance throughout contract performance:
1. Workers’ Compensation: Statutory limits required by applicable Federal and Florida law.
2. Employer’s Liability: Not less than $100,000.
3. Commercial General Liability: Not less than $500,000 per occurrence for bodily injury.
4. Automobile Liability for vehicles used in contract performance: Not less than $200,000 per person and $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage.
5. Contractor’s Pollution Liability, including mold-related operations: [CO INSERT
REQUIRED LIMIT].
The Contractor shall provide evidence of the required insurance before commencing work. Required coverage shall apply to subcontractors performing work on the Government installation, consistent with FAR 52.228-5.
Question 3: The Bio Pro assessment report recommends removal of affected attic roof decking and replacement of the conference-room flex duct. The PWS excludes both (cleaning of decking only; flex duct removal only). Please confirm that offerors should price strictly to the PWS.
Answer 3: Confirmed. Offerors shall price the work expressly defined by the PWS. The base scope includes cleaning and remediation of retained attic roof decking and removal and disposal of the identified contaminated conference-room flex-duct branch.
Roof-deck removal or replacement and flex-duct replacement are excluded.
The assessment report documents existing conditions and informs the remediation protocol, but it does not add reconstruction or replacement work expressly excluded by the PWS. If roof decking cannot be successfully remediated, or additional replacement work is determined necessary, the condition shall be documented and referred to the Government for separate action. No excluded work may be performed without written authorization from the Contracting Officer.
