About this opportunity

The United States Forest Service is conducting market research for road repair services on the Monongahela National Forest, specifically for base repair and resurfacing work on Forest Road 86. This pre-solicitation notice is not a formal request for proposals or invitation for bid, but rather seeks to gather information on vendor capabilities and qualifications to inform the government's acquisition strategy. Key contract requirements include repairing base failures, milling pavement, excavating unsuitable materials, placing French drains with rock and separation fabric, compacting aggregate base stone, and applying Hot Mix Asphalt in multiple lifts using materials produced at a WVDOH-certified asphalt plant. Contractors must demonstrate expertise in sound, safe, and efficient management practices and comply with WVDOH 2023 Standard Specifications for Roads and Bridges, including requirements for certified asphalt plant technicians and field compaction technicians. The pre-solicitation notice was posted April 7, 2026, with responses due by April 22, 2026, and detailed specification documents were added on April 10, 2026. No formal evaluation criteria are specified in this market research phase, as award decisions will occur only after the formal solicitation is issued.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. No incumbent contractor or current contract award value is identified in the pre-solicitation materials. The project's scope and budget have not been disclosed in this market research phase, though the work encompasses multiple asphalt courses (BASE-I, BASE-II, WEARING-I, and WEARING-III types) and shoulder construction requiring precise compaction density verification at minimum 92 percent Gmm. A critical logistical constraint is that HMA hauls longer than approximately three hours risk material cooling below acceptable placement temperatures, making proximity to a WVDOH-certified asphalt plant essential for contract performance. The project was initiated to address extensive flood damage occurring from 2015 to present on this single-lane paved roadway serving the Williams River area, and interested vendors are encouraged to submit capabilities statements by the April 22, 2026 deadline to be considered for the forthcoming competitive solicitation.

THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THIS MARKET RESEARCH IS TO GAIN KNOWLEDGE OF CAPABILITIES AND QUALIFICATIONS OF INTERESTED VENDORS AND WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT.

The United States Forest Service intends to issue a solicitation for road repair services on the Monongahela National Forest. Work includes but is not limited to the following activities:

  1. Repairing base failures, pavement failures and resurfacing Forest Road (FR) 86.
  2. Milling or sawing of pavement and excavation of unsuitable material from failed areas as designated in the plans.
  3. Repairing base failure areas by placing rock and separation fabric to create French drains as needed, placing and compacting aggregate base stone, and placing HMA base material to bring the repair area back to original road grade.
  4. Once base failure repairs are complete, a combination of HMA patch, leveling, and wearing courses will be placed throughout the entire project area. Shoulders will be scarified, topsoil and vegetation removed, and aggregate placed and compacted to create 2 shoulders. Milled HMA material will be hauled to FR 101 and placed in approximately 3-inch-deep compacted lifts, across the full road width in areas as designated.

NOTE: Repair specifications require Hot Mix Asphalt (HMA) to be produced at a WVDOH Certified Asphalt Plant. HMA quality is time and temperature sensitive. Hauls longer than approximately three hours risk the mix cooling below acceptable placement temperatures, leading to rejection at the site; a two-hour haul is ideal.

The contractor’s personnel must possess the necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices.

For a more detailed description of the requirement, please refer to the attached DRAFT Statement of Work (SOW).

The North American Industry Classification System (NAICS) code associated with this project is 237310 – Highway, Street, and Bridge Construction; Small Business Size Standard: $45M.

Please include the following information in your response:

  1. Vendor’s name, address, UEI, points of contact with telephone number(s) and e-mail address(es)
  2. Business size (i.e. Small Business) and classification, if applicable (i.e. veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business, etc.)
  3. Description of capability to perform services listed in the DRAFT SOW. Please include any dependencies on subcontracting to accomplish the anticipated activities, if applicable to your capabilities and approach.
  4. Description of material sourcing strategies for Hot Mix Asphalt (HMA) and aggregate
  5. Projected timeframe needed to complete the project
  6. Any feedback, comments, and/or questions pertaining to the SOW and/or other project-related matters (technical, contracting, etc.)

Interested vendors may email responses to Matthew (Matt) Killian at matthew.killian@usda.gov. Responses must be received by end of day Wednesday, April 22nd, 2026.

This notice is not to be construed as a commitment by the Government of any kind. The Government is not liable for any vendor effort or cost incurred as a result of this notice, including but not limited to effort and costs associated with vendors’ preparation and submission of responses.
