Place of performance is Elkins, West Virginia (Elk Lick Dam, Monongahela National Forest, Tucker County). Turbidity monitoring thresholds apply: work continues below 25 NTU above background; additional controls required at 25–50 NTU; work stops above 50 NTU. Contractors bear responsibility for determining equipment feasibility, identifying disposal sites off Forest Service property, and contacting local and state authorities regarding weight restrictions.
