About this file
This is a Statement of Work (SOW) for the Elk Lick Dam Decommissioning and Restoration project located at coordinates N39.052018, E -79.669349 within the Monongahela National Forest. The project involves complete removal of an existing concrete gravity dam (also known as Parsons Reservoir) and restoration of a stable stream channel through the former reservoir footprint. The dam has reached the end of its service life and no longer provides operational or recreational benefit.
Major work items include clearing and grubbing, preparation of laydown and access areas, temporary road improvements and stream crossings, staged reservoir drawdown, temporary low-flow bypass installation, staged controlled breach of the concrete dam, removal of downstream apron and concrete within breach limits, on-site sediment excavation management, grading, downstream turbidity-control reach construction, restored channel construction, grade control and riprap stabilization, large wood structure installation, erosion and sediment control, final stabilization, and revegetation. The base bid includes a 30-foot breach in the dam, with optional items providing additional breach widening in 10-linear-foot increments. The period of performance is 365 days from notice to proceed, with the project planned for completion during 2026-2027. Key deliverables include development of temporary works, water bypass systems, upstream and downstream channel restoration, a 30-foot breach creating organism-safe passage, removal of all temporary works, vegetation restoration, and surveyed as-built drawings. Submittals required at least 15 calendar days prior to construction include traffic control, dewatering, erosion and sediment control, turbidity control, construction sequencing, breach sequencing, temporary bypass, access road and stream crossing, concrete disposal, spill prevention, and channel restoration plans. Additional certifications for riprap, grade control rock, streambed simulation material, geotextile, seed mix, and mulch must be submitted prior to permanent material placement.

STATEMENT OF WORK
Elk Lick Dam Decommissioning and Restoration
Statement of Work Elk Lick Dam Decommissioning and Restoration
1. Project Information
1.1. Project Identification: Elk Lick Dam Decommissioning & Restoration
1.2. Project Location: N39.052018, E -79.669349
2. Summary of Work
2.1. Work consists of decommissioning the Elk Lick Dam which is also known as Parsons Reservoir and restoring a stable stream channel through the reservoir footprint.
2.2. Major works include:
2.2.1. Clearing and grubbing
2.2.2. Preparation of upstream and downstream laydown and access areas
2.2.3. Temporary access road improvements and stream crossings
2.2.4. Staged reservoir drawdown
2.2.5. Temporary low-flow bypass installation
2.2.6. Staged controlled breach of the concrete dam
2.2.7. Removal of downstream apron and appurtenant concrete within breach limits
2.2.8. Removal and disposal or approved on-site reuse of concrete debris
2.2.9. On-site sediment excavation management
2.2.10. Grading
2.2.11. Downstream turbidity-control reach construction
2.2.12. Restored channel construction
2.2.13. Grade control and riprap stabilization
2.2.14. Building large wood structures
2.2.15. Erosion, sediment, and water-quality control
2.2.16. Final stabilization
2.2.17. Revegetation
2.3. Base bid work shall include a 30-foot breach in the existing dam. Additional breach widening and associated restoration are included as optional items in 10-linear-foot increments.
3. Objective and Background
3.1. The Elk Lick Dam Decommissioning & Restoration Project involves the removal of an existing concrete gravity dam and restoration of a stable stream channel through the former reservoir footprint. The dam currently impounds a small headwater tributary within the Monongahela National
Forest. The structure has reached the end of its service life and no longer provides operational or recreational benefit.
3.2. This project is necessary to restore natural stream continuity, eliminate long-term dam safety concerns, improve aquatic organism passage and contribute to habitat improvement.
4. Schedule
4.1. This project is planned for the period of 2026 -2027 for completion.
4.2. The period of performance is 365 days from the notice to proceed.
4.3. The reservoir was last excavated in 1983 and contains approximately 14 feet of sediment at the upstream face of the dam.
5. Deliverables
5.1. Develop temporary works and access areas
5.2. Bypass waterflow from Elk Lick over or around the existing dam
5.3. Restore naturally appearing streambed downstream of existing dam
5.4. Excavate reservoir and restore upstream channel
5.5. Create 30’ breach in the existing dam and create an organism safe passage hydraulic connection between the upstream and downstream segments
5.6. Remove all temporary works and access areas
5.7. Seed and restore all surrounding vegetation
5.8. Surveyed as-built drawings and report of all completed work
6. Submittals
6.1.1. At least 15 calendar days prior to construction, submit:
6.1.1.1. Traffic Control Plan
