About this file
This document is a set of design and construction drawings for the Elk Lick Dam Decommissioning & Restoration project located on the Monongahela National Forest in Tucker County, West Virginia, within the Cheat-Potomac Ranger District. The project is under the United States Department of Agriculture Forest Service, Eastern Region.
The project involves the decommissioning and restoration of Elk Lick Dam through complete removal of the dam structure and restoration of the stream channel to a natural state. Key project components include: (1) dam breach of 30 feet with an optional 10-foot expansion, located at station 8+50; (2) removal of appurtenant structures including an existing box culvert, wet well, and abandoned water line; (3) excavation and channel restoration with a 12-inch streambed bedding layer throughout the restored 22.5-foot channel, transitioning to a 30-foot width at the breach; (4) installation of optional large woody material features including cross-valley log jams (CVLJ) and deflector log jams (DFLJ) to enhance habitat and flow dynamics; (5) riprap channel protection (R-3 and R-4 sizes) from station 7+25 downstream to station 10+50 and work platform; (6) a temporary 24-inch bypass pipe system (approximately 833 feet long) to maintain stream flow during construction; (7) temporary upstream and downstream crossings and laydown/staging areas for material handling; and (8) turbidity control measures including a minimum 75-foot stabilized reach downstream of the breach. The design includes temporary upstream and downstream access roads (approximately 720 and 700 feet respectively) and approved disturbance limits for large woody material harvesting and site operations. The project drawings provide detailed plans, profiles, and construction sequencing from station 0+00 to 12+13, with historical photographs and reference documentation from 1934, 1968, and 2023 showing the existing dam conditions.

NOTES:
THE LIMIT OF DISTURBANCE SHOWN ON THIS SHEET REPRESENTS THE APPROVED DISTURBANCE AREA FOR LARGE WOODY MATERIAL HARVESTING, ACCESS, TEMPORARY STOCKPILING, AND MOBILIZATION ASSOCIATED WITH THE PROJECT. DISTURBANCE OUTSIDE THIS LIMIT IS NOT AUTHORIZED UNLESS APPROVED BY THE COR AND SUPPORTED
BY ANY REQUIRED ENVIRONMENTAL REVIEW.
THE CONTRACTOR SHALL MINIMIZE ACTUAL DISTURBANCE WITHIN THE LIMIT OF DISTURBANCE TO THE EXTENT PRACTICABLE. TO THE EXTENT PRACTICABLE, LARGE WOODY MATERIAL SHALL BE OBTAINED FIRST FROM TREES LOCATED WITHIN APPROVED LAYDOWN AREAS, TEMPORARY ACCESS AREAS, AND OTHER AREAS ALREADY REQUIRED FOR
PROJECT CONSTRUCTION.
ADDITIONAL TREES MAY BE HARVESTED WITHIN THE DESIGNATED LIMIT OF DISTURBANCE AS NEEDED TO MEET THE LARGE WOOD STRUCTURE REQUIREMENTS. TREES TO BE
HARVESTED SHALL BE DESIGNATED IN THE FIELD BY THE COR PRIOR TO HARVEST.
TREES, TOPS, LIMBS, AND BRANCHES NOT INCORPORATED INTO LARGE WOOD STRUCTURES SHALL BE PLACED, LOPPED, SCATTERED, OR STOCKPILED WITHIN THE LIMIT OF
DISTURBANCE AS DIRECTED BY THE COR.

1. Areas shown on this sheet may be used for selective recovery of suitable coarse material for the 12" channel bedding and streambed simulation and for permanent placement and grading of excavated channel spoil.
2. Material recovery and spoil placement shall be performed in phases. Suitable coarse material intended for channel bedding shall be recovered first, to the maximum extent practicable, before permanent spoil placement precludes later recovery.
3. After suitable bedding material has been recovered, the same areas may be used for permanent spoil placement, grading, and shaping as shown on the plans or approved by the COR.
4. Final grading within these areas shall be stable, provide positive drainage, and shall not slough or erode into the constructed channel.
5. Acreage shown excludes the active channel/excavation corridor.

1. Cross-valley log jams shall maintain continuous low-flow passage and shall not create perched outlets or abrupt drops that impair aquatic organism passage.
2. Provide a continuous 12-inch streambed simulation / bedding layer throughout the restored channel unless otherwise shown.
3. Final subgrade, top of 12-inch bedding / streambed simulation layer, and large wood feature control elevations are shown on the profile sheets and large wood schedule. Local adjustments may be field fit with COR approval to accommodate retained bedrock, unsuitable material removal, and stable low-flow passage.
4. Feature elevations, orientation, and embedment may be field fit with COR approval to accommodate localized site conditions, provided intended profile, stability, and low-flow passage are maintained.

Culvert and bypass are temporary works and both are to be removed after channel is constructed.
Bypass alignment and profile are diagrammatic minimum criteria for bidding and coordination. Contractor shall maintain continuous positive drainage, invert continuity, and adequate hydraulic capacity from inlet to outlet. If the depicted alignment/inverts cannot provide a function bypass under field conditions, contractor shall submit an alternate bypass alignment and/or configuration including revised inverts and routing over or through the dam, for COR approval prior to installation, at no addition cost to government. The dam shall not be penetrated outside of the breach area

NOTES:
1) Excavate key cross channel and scour log(s) trenches perpendicular to the bank. place logs, backfill, and compact trenches. top of of highest logs in the channel will be a minimum of 2ft and maximum of 2.5 ft above the existing stream bed.
2) Excavate the key root fan log ~45 degrees from bank.
place key log over cross channel logs, back fill and compact trench.
3) Place key floodplain root fan logs. trench, backfill, and compact if entrenched. if not trenched, entangle in adjacent trees.
4) Place additional rootfan trees over the key cross channel logs and embed the end of stem at least 1.5ft over the cut log ends. place remaining root fans trees and embed.
5) Revegetate disturbance as “shown on the plans” and excavate pool.
6) Actual configuration may vary due to material sizes, tree species, and channel geometry. The Engineer in the field will determine the final structure configuration.
7) structure shall be integrated with the continuous 12" bedding and final channel profile.
8) Cross Valley Log Jams shall be keyed into the channel banks and field fit to local bank, bedrock and bedding conditions.
9) Each cross valley log jam shall maintain continuous low flow passage and shall not create a perched outlet or abrupt drop inconsistent with aquatic organism passage.
10) Final orientation, embedment, and minor elevation adjustments may be field fit with COR approval to accomodate localized bedrock, sediment, and available wood material, provided intended profile stability, and passage are maintained.
