About this file

This document is a Questions and Answers memorandum for RFQ 12445526Q0113 issued by the United States Forest Service Procurement Operations (PROPS) East Zone Team 3 Construction on 21 August 2026, regarding the Elk Lick Dam Decommissioning & Restoration project.

The Q&A addresses 34 substantive inquiries from potential vendors covering project scope, technical specifications, site conditions, and contractor responsibilities. Key clarifications include: exact sediment quantities are unknown, with approximately 14 feet estimated in front of the dam; the 24-inch bypass pipe is performance-based with no prescribed storm event or specific hydraulic design parameters, and contractors maintain flexibility in methodology if solicitation criteria allow; the base contract calls for a 30-foot dam breach with a 10-foot option available; contractors bear responsibility for determining equipment feasibility through tight residential access areas, identifying disposal sites off Forest Service property, locating trucked sediment dewatering areas, and contacting local/state authorities regarding weight restrictions; no riprap, borrow sites, or contractor storage locations are available on government property; sediment is not anticipated for off-site trucking with no associated pay item; log jams are required and cannot be substituted with boulders; concrete from the breach area may be reused if all steel is removed; project permits are currently in progress with the Army Corps of Engineers; work is anticipated to begin mid/late September with actual start dates subject to weather and site conditions; and contractors are not entitled to price increases if unable to perform work as submitted. The memorandum emphasizes that vendors submitting quotations assert their capabilities conform to all technical criteria, terms, and conditions, and warranty provisions are governed by FAR 52.246-21.

MEMORANDUM FOR RFQ 12445526Q0113

FROM USFS PROPS EZ 3 CONS

SUBJECT: RFQ 12445526Q0113 Questions & Answers

1. Question: “[May the Government Team] provide estimated quantities, especially as it relates to sediment?”

Answer: “Exact quantities are unknown.”

2. Question: “What is the design flow “Q” quantity for the gravity 24” pipe?”

Answer: “The final specification does not establish a specific storm design discharge. It defines the 24” bypass as a temporary low-flow system for June 01 – September 30 construction window, when ordinary flows are expected to be low.”

3. Question: “[May the Government Team] provide hydraulic grade line and friction coefficients for the 24” pipe?”

Answer: “None were established by Government criteria. The bypass is performance-based;

it may be routed over or through the dam, but it must maintain sufficient downslope gradient for free-flowing discharge.”

4. Question: “What storm event is the 24” pipe designed to pass?”

Answer: “No storm event is prescribed.”

5. Question: “There was a Caterpillar 307 excavator on site working. [Does the Government Team] have any knowledge of getting larger machines through the tight residential section in town? There are low power lines and a tight turn by telephone pole.”

Answer: “It is the responsibility of the contractor to determine what equipment will be used and if it can be safely hauled to the site.”

6. Question: “Is there a site to receive trucked sediment on government property close by?”

Answer: “There is no borrow site on Forest available.”

7. Question: “Could [the awardee] mechanically or hydraulically dredge out the sediment and avoid the pump around then breach the dam? Then perform log jams as in stream work?”

12445526Q0113 Elk Lick Dam Decommissioning & Restoration Question & Answer Memorandum

Answer: “Vendor approaches and techniques for accomplishing required tasks must conform precisely to the solicitation technical criteria, terms, and conditions. If the solicitation technical criteria, terms, and conditions cite a required performance outcome without prescribing specific methodology for achieving that outcome, the awardee may present, as a technical submittal, a solution that successfully achieves the required objective, as it is outlined in the solicitation and any resulting Purchase Order.

Any such approaches to performing the work, where methodology latitude is afforded, are subject to Forest Service approval to ensure the awardee’s performance conforms to any and all applicable laws and/or regulations. Vendors are further advised of the following, per the solicitation:

A vendor’s submission of a quotation in response to this solicitation represents the vendor’s assertion that the quotation and the vendor’s capabilities conform to all technical criteria, terms, and conditions outlined in the solicitation and any resulting Purchase Order. The awardee is not entitled to increases in price in the event the awardee is unable to perform the work in accordance with this assertion.”

8. Question: “Is there sufficient riprap Component #18 on site or do you anticipate buying rip rap?”

Answer: “It is not anticipated that riprap will be able to be sourced on site.”

9. Question: “Does the Government Team have any more room anywhere to dewater the sediment after it is removed from the creek bed and before it is trucked off site, as you need to get the sediment out of the creek bed as fast as possible and dry it before it can be on road trucked?”

Answer: “Sediment is not anticipated to be trucked off-site and no pay item exists for sediment removal and hauling.”

10. Question: “Are there any known truck weight restriction from the job site to HWY 219/72?”

Answer: “No weight posted bridges on Forest property on FR 701. Contractor is responsible for contacting local and state offices in regard to state road postings.”

11. Question: “[May the Government Team] provide autocad files?”

Answer: “Autocad/design files will not be provided during solicitation. Electronic design files may be made available to the successful contractor after award for convenience, as appropriate.”

12. Question: “When will notice to proceed be issued?”

12445526Q0113 Elk Lick Dam Decommissioning & Restoration

Answer: “Anticipated work start is mid/late September. NOTE: The solicitation includes an anticipated period of performance start and end date. These dates are estimations, subject to change, depending on the effective date of purchase order award.”

13. Question: “Could the start date be pushed?”

Answer: “Actual start dates may vary, depending on factors including but not limited to weather and work site conditions. The estimated period of performance start dates included in the solicitation are the intent and expectation of the Government Team; therefore, these dates should be used for quoting and planning purposes.”

14. Question: “What storm level/design flow is designed for the 24” pipe?”

Answer: “No storm event is prescribed”

15. Question: “Is there a disposal site set up for debris?”

Answer: “There is no disposal site set up. This is the contractors responsibility to find and haul to. Disposal of material that will not be reused as part of the On-Site Reuse Plan is required to be off Forest Service property.”

16. Question: “Is there a borrow site available?”

Answer: “No forest borrow site is available.”

17. Question: “Is there a large amount of sediment?”

Answer: “Estimated to be about 14’ of sediment in front of the dam. Other sediment amounts are unknown.”

18. Question: “Is there a large amount of rebar in the dam?”

Answer: “This is unknown. Dam plans are not clear on the amount of rebar used.”

19. Question: “Can this concrete be reused at the site?”

Answer: “Yes, but any concrete used from breach area must have all steel removed before use.”
