The Government will evaluate proposals using a trade-off process that emphasizes technical approach, staffing and management capabilities, quality controls, and cost reasonableness. The deadline for submitting written questions is April 28, 2026 at 5:00 PM PDT, and proposals must be received no later than May 11, 2026 at 9:00 AM PDT.

No incumbent contractor is identified in the solicitation materials. The contract covers a base year (July 1, 2026 through June 30, 2027) plus four one-year option periods, for a total of five years of performance, with labor hours totaling 106,100 across the base year and approximately 21,220 hours annually during option years. Other Direct Costs are estimated at $487,619 for travel, materials, and incidental expenses over the full performance period. Performance will be split between two locations: San Diego, California (CNAP) supporting Pacific Fleet and Norfolk, Virginia (CNAL) supporting Atlantic Fleet, with quality assurance oversight managed through a comprehensive Quality Assurance Surveillance Plan (QASP) that monitors deliverables, schedule compliance, cost control, business management, and customer satisfaction metrics.
