About this file

This is a Questions and Answers document for the Mobile Ordnance Training Team (MOTT) solicitation N00244-26-R-3104, issued by the Department of the Navy Naval Supply Systems Command. The document clarifies seven key areas of the RFP through industry questions and government responses, addressing administrative and technical proposal requirements rather than substantive contract details.

The clarifications cover: (1) confirmation that Juneteenth is included as a recognized federal holiday; (2) placement of past performance narratives in Volume III rather than Volume II; (3) placement of exceptions to terms and conditions in Volume IV (Cost Proposal) rather than Volume III; (4) confirmation that the 15+ years of experience referenced for Senior SMEs is descriptive rather than a mandatory minimum requirement, with compliance based on explicit qualifications in Section C, Paragraph 11.1; (5) guidance that offerors should propose overtime rates consistent with their established accounting systems and SeaPort IDIQ base contract rates, with overtime premiums subject to FAR 52.222-2(a) ceiling provisions; (6) clarification that no government-preferred labor escalation rate or methodology will be provided, requiring offerors to develop and justify their own rates using three years of historical data; and (7) confirmation that the Project Manager at CNAP is not required to be on-site. All amendments addressing these clarifications were highlighted in the solicitation document.

Questions and Answers Solicitation N00244-26-R-3104

Note: All changes to the original solicitation document are reflected in amendments to the solicitation and are highlighted in yellow.

1. Industry Question: In the solicitation document, Section C, Page 17, Paragraph 8.2.2: “Hours of Operation” states the government is only recognizing 10 out of 11 Federal Holidays. Is Juneteenth included?

Government’s Answer: Yes, Juneteenth is a recognized holiday. This was an oversight, so the solicitation has been amended to reflect this, and the correction is highlighted.

2. Industry Question: Section L, Page 52 of the solicitation document states: In addition to the Offeror’s Past Performance Data (OPPD), “offerors shall submit Volume II, consisting of a two to five-page past performance narrative.” However, the proposal volume structure identifies Volume II as Technical Narrative and Volume III as the Past Performance. Please confirm that the past performance narrative shall be included in Volume III (Past Performance Narrative) rather than Volume II (Technical Narrative).

Government’s Answer: Correct. The Past Performance narrative shall be included in Volume III – “Past Performance”. The solicitation has been amended to reflect this, and the correction is highlighted.

3. Industry Question: Section L, Page 53 of the solicitation document states: "Any exception to the terms and conditions of the solicitation shall be explicitly stated in the cost proposal (Volume III)." However, the proposal volume structure identifies Volume III as Past Performance and Volume IV as the Cost Proposal. Please confirm that exceptions, if any, should be stated in Volume IV (the Cost Proposal Narrative) rather than Volume III (Past Performance).

Government’s Answer: Correct: Any exception to the terms and conditions of the solicitation shall be explicitly stated in the cost proposal (Volume IV). The solicitation has been amended to reflect this, and the correction is highlighted.

4. Industry Question: Section L, Page 54, under “Experience and Education” states that Subject Matter Experts (SMEs) “are not defined by specific minimum education or experience requirements" and describes SME-III (i.e., Senior SMEs) as "often 15+ years." Please confirm whether proposed personnel meeting all explicit qualification requirements in Section C, paragraph 11.1: “Qualifications” must have at least 15 years of experience to meet SME-III labor category requirements per the SME-III definition in Section L.

Government’s Answer: The 15 years of experience mentioned in Section L under the “SME III (Senior SME)” definition is intended to be descriptive of a typical Senior SME, not a mandatory minimum requirement. The definitive, required qualifications for the Training Instructor positions are detailed in the solicitation document under Section C, Paragraph 11.1: “Qualifications for Instructors”. To be considered compliant, proposed personnel must meet all the explicit requirements listed in that section. While extensive experience is highly valued and will be considered when evaluating proposals, a proposal will not be deemed non-compliant solely for proposing an instructor with fewer than 15 years of experience, provided they meet all the mandatory qualifications outlined in Section C, Paragraph 11.1.

5. Industry Question: Section L, Page 54, Table L2 of the solicitation document describes Overtime hours as a separate Labor Category than Regular hours, with an estimated 320 annual overtime hours for Commander, Naval Air Force Pacific (CNAP) and an estimated 320 annual overtime hours for Commander, Naval Air Force Atlantic (CNAL). Please confirm the Government's expectation regarding proposed Overtime rates, specifically:

(a) Whether Offerors are expected to propose overtime rates equal to the regular labor category rates, OR whether a premium overtime rate is anticipated;

(b) Whether overtime premium costs (if any) are subject to the ceiling provisions in FAR 52.222-2(a).

Government’s Answer:

(a) In the cost proposal, you should propose overtime rates that are consistent with your company's established accounting system and compensation policies for calculating overtime pay, as well as the rates established in your base SeaPort IDIQ contract. Then, your Cost Proposal Narrative shall describe the basis of this overtime rate.

(b) Yes. If there are overtime premium costs proposed, the ceiling of this premium cost will be specified in the clause at FAR 52.222-2(a) at the time of task order award. This premium rate must be agreed upon prior to the award of the task order. Then, during contract performance, any request for overtime premiums exceeding this agreed-upon ceiling shall follow the procedures in FAR 52.222-2(b).

6. Industry Question: Section L, Page 56, under “Labor Escalation” requires the Offeror to describe the development of proposed labor escalation rates without specifying a Government-preferred rate or methodology. Will the Government provide Offerors with an indicative escalation rate range, comparable historical data, or other guidance to ensure consistency in the cost realism analysis across competing proposals?

Government’s Answer: No, per Page 56: “Labor Escalation” of the solicitation, offerors are required to propose their own labor escalation rates and provide a detailed description of how those rates were developed. The solicitation specifically requests that you include your company's historical labor escalation rates for the past three fiscal years to support your proposed rate.

7. Industry Question: Is the Government requiring the Project Manager-CNAP, whose annual estimated labor hours are 530 hours, to be on site at CNAP while fulfilling their requirements?

Government’s Answer: No, the Project Manager is not required to be on-site at CNAP.
