About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response is procuring 587 portable, mobile, medical-grade refrigerator and freezer units capable of operating on alternating current power with rechargeable battery backup for the Strategic National Stockpile's cold chain operations. The units must maintain precise temperature control (2-8°C for refrigeration and -20°C for freezer mode), include integrated NIST-traceable temperature monitoring devices accurate within 0.5°C, support at least 60 hours of battery runtime in refrigeration mode and 12 hours in freezer mode, weigh under 125 pounds with 25-60 liter internal capacity, and comply with CDC/VFC vaccine storage guidelines. Award will be made using a best value tradeoff methodology, with technical capability designated as the most important evaluation factor, followed by past performance and price. Technical evaluation will assess temperature control precision, power system reliability, quality assurance and validation approaches, delivery feasibility, and warranty and support provisions. Quotations are due by March 20, 2026, at 3:00 PM Eastern Time, with technical questions required by March 8, 2026, at 1:00 PM ET.
This is a Total Small Business Set-Aside under NAICS code 333415 (Air-Conditioning and Refrigeration Equipment Manufacturing) with a 1,250-employee size standard, and no incumbent contractor is identified. Initial delivery locations include Olive Branch, Mississippi (140 units total); Salt Lake City, Utah (140 units total); Dallas/Fort Worth Airport, Texas (150 units total); and Las Vegas, Nevada (157 units total). All units must be calibrated within 30 days of delivery with valid NIST-traceable certificates, include a minimum one-year warranty on parts and labor, technical support with escalation procedures, and be shipped FOB Destination.
