SECTION C – STATEMENT OF WORK (SOW)

Title: Portable Refrigerator/Freezer System

SECTION 1 – BACKGROUND

The mission of the Strategic National Stockpile (SNS), of the United States (U.S.) Department of Health and Human Services (HHS) Administration for Strategic Preparedness and Response (ASPR) is to ensure the availability and rapid deployment of life-savings pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of nerve agents, biological pathogens, and chemical agents. When state, local, tribe and territorial public health and medical systems request federal assistance to support their response efforts, SNS ensures that the right medicine and supplies get to those who need them most during emergency.

The Strategic National Stockpile (SNS) is a national repository of medicines, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. The assets are designed to supplement state and local public health departments in the event of a large-scale public health emergency that causes local supplies to run out.

To accomplish its mission of supporting the US and US territories, the SNS requires durable mobile/portable medical grade refrigerator/freezer system to maintain an effective cold chain program.

The cold chain is a temperature-controlled environment used to maintain and distribute temperature sensitive medical products like vaccines in optimal condition. The cold chain begins at the manufacturer, continues in shipment to medical logistics, then to the vaccination site, and ends at administration of the vaccine and refrigerated/frozen temperature-controlled products and refrigerated/frozen temperature-controlled products to the patient. Failure to adhere to required specifications for shipping, storing, and handling vaccines in the manufacturer’s packaging insert may reduce the vaccines potency resulting in inadequate protection against disease. A single shipment of vaccine can immunize thousands of patients but could become compromised if that shipment is exposed to temperature fluctuations or direct sunlight.

SECTION 2 – PURPOSE

The purpose of this requirement is to procure five hundred eighty seven (587) portable and mobile medical-grade refrigerator/freezer units that run primarily on AC power (electric sockets) and feature rechargeable batteries for backup/mobile operation. These units are designed to maintain precise temperature control for sensitive materials, including vaccines and biologics, across various operating.

Units must be purpose-built for medical use and equipped with an integrated temperature sensor/data logger with a measurement of uncertainty of ±0.5°C or less to ship biologics. Provisions Title RFO 52.212-2 Commercial Products and Commercial Services Evaluation (NOV 2021)

E.8 Basis for Award (Best Value Tradeoff) Award will be made to the responsible Offeror whose quotation represents the best value to the Government, considering Technical Capability, Past Performance, and Price. The Government intends to evaluate quotations using a best value tradeoff process. The Government may make award to other than the lowest-priced quotation if the Government determines that the evaluated benefits of a higher-priced quotation justify the additional cost.

E.9 Relative Importance of Factors The Technical Capability factor is more important than Past Performance. Technical Capability and Past Performance, when combined, are significantly more important than Price. As quotations become more equal in technical merit and past performance, price becomes more important.

E.10 Evaluation Factors

Factor 1 – Technical Capability The Government will evaluate the extent to which the quotation demonstrates the Offeror’s ability to meet the requirements of the Statement of Work (Section C) with minimal performance risk. The evaluation will include, but is not limited to, the following subfactors:

Subfactor 1.1 Cold Chain Performance & Temperature Control

• Ability to maintain required temperature ranges in both refrigeration and freezer modes

• Accuracy, reliability, and calibration of the temperature monitoring device/data logger

• Demonstrated temperature uniformity and excursion control

• Compliance with CDC/VFC vaccine storage standards

Subfactor 1.2 Power Systems & Battery Performance

• Reliability of AC/DC power transition

• Battery runtime performance and recharge capability

• Battery shelf life and portability https://www.acquisition.gov/far

• Performance during power-loss scenarios

Subfactor 1.3 Quality Assurance, Validation, and Compliance

• Completeness and rigor of qualification and validation documentation

• Temperature mapping methodology and results

• Factory acceptance testing approach

• Traceability to NIST standards

• Risk mitigation measures to prevent cold chain failure

Subfactor 1.4 Manufacturing, Delivery, and Supportability

• Delivery/distribution plan feasibility for initial 187 units within 45 days and recurring monthly deliveries

• Serviceability, availability of parts, and technical support responsiveness

• Warranty coverage (minimum 1-year) and any enhanced warranty terms

The Government will assess the strengths, weaknesses, and risks associated with each quotation’s technical approach.

Technical Ratings:

Acceptable:

The quotation clearly demonstrates it meets all mandatory SOW requirements and provides sufficient supporting documentation (e.g., product literature/specs, runtime documentation, calibration/traceability approach, delivery plan, and warranty/support plan). No material weaknesses are identified.

Unacceptable:

The quotation fails to meet one or more mandatory SOW requirements, proposes performance outside required thresholds, or lacks sufficient documentation to verify compliance. An Unacceptable rating ineligible for award.

Factor 2 – Past Performance

The Government will evaluate the offeror’s recent and relevant past performance for the delivery of medical-grade refrigeration, cold-chain equipment, or comparable temperature-sensitive systems.

The Government may consider information provided by the Offeror, CPARS, and other sources available to the Government. The Government may contact provided references.

Consideration will include:

• Quality of products delivered

• Timeliness of delivery

• Compliance with specifications

• Effectiveness of corrective actions, if applicable

• Customer satisfaction

Past performance will be assessed for confidence in successful performance.

Past Performance Confidence Ratings

• Satisfactory Confidence

• Neutral Confidence

• No Confidence

Satisfactory Confidence:

Based on recent and relevant past performance information, the Government has a reasonable expectation the Offeror will successfully perform the required effort.

Neutral Confidence:

The Offeror has no recent/relevant past performance available for evaluation. Neutral is neither favorable nor unfavorable.

No Confidence:

Past performance information indicates a high risk of unsuccessful performance, including significant quality, schedule, or customer satisfaction issues that were not effectively corrected.

Factor 3 – Price

Price will be evaluated for reasonableness and completeness. The Government may consider whether pricing reflects an understanding of the requirements and includes all required items (accessories, battery system, calibration documentation, shipping/distribution, etc.).

• Total evaluated price

• Whether the price includes all required components (units, batteries, accessories, calibration documentation, shipping/distribution, warranty support, etc.)

• Whether pricing reflects an understanding of the scope of work

E.11 Tradeoff Decision The Government will make an combined assessment of Technical Capability, Past Performance, and Price.

Among quotations rated Acceptable for Technical Capability and having at least Neutral Confidence for Past Performance, the Government may select a quotation that is not the lowest-priced if the Government determines that the technical advantages, reduced performance risk, enhanced cold chain reliability, improved delivery assurance, stronger warranty/support provisions, or other evaluated benefits justify the additional cost.

The Government intends to evaluate offers and award a contract without discussions. However, the Government may, at its sole discretion, elect to conduct discussions if determined to be in the best interest of the Government.

The final award decision will be documented in a comparative tradeoff analysis consistent with the relative importance of the evaluation factors. The Government may select a higher-priced quotation when the technical advantages, reduced performance risk, improved cold chain reliability, stronger delivery confidence, enhanced warranty/support, or other evaluated benefits justify the additional cost.
