About this opportunity

NASA Goddard Space Flight Center is soliciting industry capability information for the fabrication of a Mobile Launch Vehicle (MLV) specialized for scientific balloon payload launches, with responses due April 17, 2026. No formal solicitation has been issued; this is a sources-sought notice to assess contractor capabilities before formal procurement. There is no set-aside; all qualified contractors may respond.

The scope requires delivery of at least one MLV within 18 months after award, with specifications ranging from a minimum configuration (820-REQ-13 MLV Chassis) to a maximum configuration (820-REQ-NBOC2-40-1). A second MLV may be optioned. The MLV consists of a Caterpillar 966M Wheel Loader power plant paired with an MLV Chassis Section incorporating a telescoping lifting boom (40–41 feet height), launch director deck, and electronic observer seat. Key performance requirements include 8,000-pound suspended payload capacity at maximum extension, 16,000-pound static load handling, 30-year service life, independent hydraulic system with manual and wireless controls, 12 kilowatt generator (120/240V, 50/60Hz), OSHA-compliant safety systems, and operation across temperature ranges of –25°C to +40°C with up to 2 inches per hour rainfall.

Interested contractors must submit a response of no more than five pages indicating their ability to perform the minimum scope, maximum scope, or a mixture of both. Responses must include contractor name, CAGE code, and a narrative describing capability to meet specifications. Contractors must also indicate whether the MLV is a commercial or non-commercial product per FAR 2.101. NASA may contact respondents for rough-order-of-magnitude pricing information. All responses must be submitted electronically; if a formal solicitation is released, it will be synopsized on SAM.gov. Contractors are responsible for monitoring SAM.gov for any subsequent synopsis or solicitation announcement.
