About this opportunity
The Missile Defense Agency announced a Broad Agency Announcement on June 24, 2026, seeking innovative mobile launch platform designs and prototypes capable of deploying and launching short to long-range target missile systems from multiple worldwide locations as cost-efficient alternatives to current C-17 air-drop target launches; white papers will be accepted continuously through September 30, 2028. All selected awardees must obtain an active Secret Facility Clearance Level with Secret safeguarding capability verified by MDA before award. The two-phase effort comprises Phase I (Detailed Design and Analysis, three-month objective period with six-month maximum) and Phase II (Prototyping and Testing, 12-month objective period with 24-month maximum). Eligible offerors include private industry, small and large businesses, non-traditional defense contractors, accredited educational institutions, FFRDCs, and UARCs. Offerors may propose either FAR-based Procurement Contracts or Other Transaction Agreements under 10 U.S.C. § 4021 or 4022, with the expectation that prime offerors lead and perform at least 50 percent of effort by cost. Proposed concepts must utilize open system architecture standards and maximize COTS/GOTS components. Evaluation criteria include technical merit, importance to agency programs, and cost reasonableness. White paper submissions must be unclassified, CUI, or Secret and address the entire proposed period of performance, detailing technical approach, design and prototyping capabilities, test plans, schedule, and rough order of magnitude costs. All offerors must register in SAM and comply with organizational conflict of interest disclosure requirements and cybersecurity maturity model certification level requirements.
