About this file
This is a Statement of Work (SOW) for the fabrication of a Mobile Launch Vehicle (MLV) Chassis under NASA Contract No. 80GSFC22CA019, managed by the Balloon Program Office at Goddard Space Flight Center, Wallops Flight Facility. The document is currently in revision 1 (May 2025) and outlines three primary schedules for the contractor to execute.
The work encompasses vendor capability verification (Schedule A), MLV design document exchange and fabrication planning (Schedule B), and actual MLV chassis fabrication (Schedule C). Under Schedule A, the contractor must select and present qualified fabrication vendor(s) capable of producing a minimum of one and maximum of three MLV chassis units in accordance with the MLV Chassis Design Package, which includes numerous component drawings and assembly specifications. Schedule B requires the contractor to facilitate design reviews, provide consultation services, develop fabrication and acceptance testing plans, conduct change management processes, and coordinate with NASA personnel including the Task Manager and Contracting Officer's Representative. Schedule C covers the actual fabrication phase, with a firm delivery deadline of no later than November 2026 for at least one fully acceptable MLV chassis. The contractor must provide as-built drawings, updated maintenance documentation, acceptance testing and inspection plans, training documentation, and comprehensive status reporting throughout execution. All work must comply with applicable OSHA standards, NASA Systems Engineering Handbook requirements, and referenced design documents. The contractor is required to maintain a single point of contact for NASA project coordination and provide bi-weekly high-level status summaries to NASA management.
