About this opportunity

The U.S. Fish and Wildlife Service seeks purchase and delivery of base aggregate, general fill material, rock boulders, and topsoil for construction of an overlook at Rice Lake National Wildlife Refuge near McGregor, Minnesota, with proposals due May 5 at 5:00 p.m. EDT. The procurement is a total small business set-aside conducted under FAR Parts 12 and 13, issued as a Request for Quotation.

Place of performance is the Rice Lake NWR overlook site near McGregor, Minnesota. Period of performance runs June 1 through September 30, 2026. Required materials consist of 70 tons of Type 5 Base Aggregate meeting Minnesota Department of Transportation Class 1 Aggregate standards (minimum 3% clay, plasticity index 5–12, minimum 10% fines), 700 cubic yards of locally available General Fill Material (rock, clay, silt, and sand mixture with sand limited to 50%), 30 rock boulders of locally available sandstone, limestone, granite, or other hard rock sized 20"–36" high and 36"–60" in length, and 90 cubic yards of locally available topsoil meeting MNDOT standards. All materials must be sourced within Minnesota. The majority of materials must be delivered within a two-week window between June and August 2026 to align with overlook construction. The NAICS code is 212321, Construction Sand and Gravel Mining; the small business size standard is 500 employees.

Award will be made on a firm-fixed-price basis to the responsible offeror whose quotation represents best value, considering price and non-price factors using comparative methodology. The Government reserves the right to select a non-lowest-priced quotation if it demonstrates superior technical value or reduced performance risk. Quotations must include completed SF 1449 forms, SAM.gov registration and certifications, technical specifications demonstrating delivery and product compliance, and past performance documentation. Amendment 1, effective April 23, addresses site access logistics; contractors are permitted to use tractor trailers at the designated dump site with limited maneuvering space. Written questions are due at least 72 hours before the closing date, directed to Nicole Johnson at nicole_johnson@ios.doi.gov.
