About this file

This is a Statement of Work for an Aggregate & Materials Supply Contract for the Rice Lake Overlook project at Rice Lake National Wildlife Refuge near McGregor, Minnesota, issued by the U.S. Fish & Wildlife Service, Infrastructure Management Division, Region 3.

The contractor is required to furnish and deliver the following materials to the project location: 70 tons of Type 5 Base Aggregate, 700 cubic yards of General Fill Material, 30 rock boulders, and 90 cubic yards of top soil. All materials must be delivered to the Rice Lake NWR overlook site. The majority of materials are required within a two-week period between June 2026 and August 2026 when overlook construction is anticipated. Daily delivery amounts will be requested by Refuge staff, and materials may be dumped in off-road construction areas that are not paved. The contractor must adhere to all State and Local traffic laws during deliveries. If additional materials are needed beyond the estimated quantities, the contractor and government will negotiate costs; conversely, if actual amounts needed are less than estimated, the government receives a credit for undelivered materials.

Material specifications require: Type 5 Surfacing Aggregate meeting Minnesota Department of Transportation (MNDOT) Class 1 Aggregate standards with minimum 3% clay, plasticity index of 5-12, and minimum 10% fines; rock boulders of locally available sandstone, limestone, granite, or other hard rock sized 20"-36" high and 36"-60" in length with mostly flat tops, suitable for visitor seating; General Fill Material consisting of locally available rock, clay, silt, and sand mixture (sand limited to 50%) suitable for compaction; and locally available topsoil suitable for re-vegetation meeting MNDOT standards for Common, Loam, or Sandy Clay Loam Topsoil. All materials must be sourced within Minnesota. Contractors must provide proposed material sources, previous laboratory testing data, Class 1 Aggregate Gradation reports, soil mixture classifications, topsoil source locations, and photographs of rock boulders before initiation of work. Aggregate must be delivered with moisture content within ±4% of optimum for compaction. Delivery tickets with total weights from state-approved scales are required. The government may perform testing at its expense to verify material compliance, and contractors must cooperate and provide samples. All safety requirements include proper vehicle equipment, insurance, trained operators, Material Safety Data Sheets for hazardous materials, OSHA compliance, and Personnel Protective Equipment with documented worker training.
