About this opportunity
The Minnesota Army National Guard (MN ARNG) is seeking a Full Food Service (FFS) contract to support tenet Units, the Regional Training Institute, and other military customers at the Camp Ripley Training Center in Little Falls, Minnesota. The contract requires a vendor to provide meals for Government Subsistence-in-Kind (SIK) Soldiers, including field feeding and bag meals, with significant operational challenges such as 72-hour notice on customer counts and variable daily meal volumes. Technical proposals will be evaluated on food safety plans, supply chain approaches, and manpower strategies. The solicitation is being issued as a Request for Quote with a response deadline of December 2, 2024, and a site visit is scheduled for November 21, 2024, at 9:30am CDT. Proposal submissions must be in Microsoft Word or Adobe Acrobat format, with specific requirements for past performance documentation.
The contract is set aside as a Competitive 8(a) opportunity, with the current contract number being W912LM-21-D-0001. The government intends to award a Single Award Task Order Contract (SATOC) with an Indefinite Delivery/Indefinite Quantity (IDIQ) structure, covering a base period and four additional 12-month ordering periods, totaling approximately 4.5 years. The maximum potential contract value is $9,000,000, with individual task orders ranging from $1,000 to $500,000. Labor categories include positions such as Baker, Cook I and II, Dishwasher, and Food Service Worker, with predetermined hourly rates. The contractor will not be responsible for equipment, utilities, or building usage, and the facility is located on a military installation requiring vendor and employee access. Task orders will be issued monthly based on estimated meal requirements, with an 85% minimum meal count guarantee.
